The Gallatin Board of Aldermen approved an ordinance authorizing the City of Gallatin to enter into an engineering service agreement with All State Consultants LLC for the Wastewater Collections System Evaluation Facility Plan at their May 10 regular public meeting.

Mayor Barb Ballew read Bill No. 2021-12, Ordinance No. 1262-21 twice by title prior to the approval of the ordinance.
Administrator Lance Rains reported that he, City Clerk Hattie Rains, and Public Works Director Mark Morey met via Zoom with Toth & Associates to review the electric rate study and rate change proposal. Toth will be presenting the final proposal to the board at a special board meeting on Wednesday, May 19, at 3:30 p.m.
Administrator Rains also gave an update on USDA’s response to the interfund transfer documents sent annually.
The release payment check from Snyder & Associates has been received.
The sewer plant clarifier bidding will begin at the end of the month. Rains stated that Finley Engineering provided an estimate for the upgrade to the 2400 system at $600,000 of which $228,000 is for equipment.
Administrator Rains provided the following updates for the Public Works Department:
- AMI system install is still moving forward.
- TIG welder was delivered to assist in repairing the sludge pipelines at the new water plant.
- Crews have started cleaning up the pool for the summer season.
- Street crews plan to start shoulder work on West Grand in the coming days.
Public Works Director Morey will present brush cutter bids at the next board meeting. Mark Gay passed his water operator certification test.
Mr. Rains said that he and Morey are considering changing uniform companies. There have been issues with overcharges on the weekly invoices from Cintas. Additionally, Cintas can’t provide uniforms for the new employees at this time. A new bid will be provided at the next meeting.
Administrator Rains also provided an update from the MIRMA HR annual meeting he attended a few weeks ago. The main topic of discussion was regarding medical marijuana and how to handle employees with a medical marijuana card.
David and Laurie Roll presented complaints regarding J-turns within the city as well as the need for the parking spots to be painted around the square. The Rolls nearly had their car door taken off by a driver trying to complete a J-turn in front of the post office. Chief Richards stated that J-turns are illegal, and he will increase enforcement in the biggest problem areas.
Police Chief Mark Richards reported several issues regarding loose dogs and high grass. He is working with Tony Moore concerning property at 208 West Grand regarding overgrown weeds and junk vehicles.
Chief Richards provided an incident report list dated May 10: 3 medical emergencies, 1 traffic accident with damage, 1 property damage by vehicle, 1 bike theft, 1 incomplete call, 1 traffic complaint, 1 miscellaneous incident, 1 domestic disturbance, 2 arrest warrants, 1 suspicious person circumstance, 1 community policing detail, 1 dog at large, 1 peace disturbance, 1 suspicious activity-package, 1 all-terrain vehicle inspection. There is one dog in the pound.
Discussion was held on the transaction report for April 2021. The transaction report was approved, along with the minutes of the April 26 meeting. The board also approved accounts payable in the amount of $266,850.10.
Administrator Rains announced that groups/organizations are requesting to use the park shelter house and have the fee waived. Ultimately, it is the park board’s decision, but Rains wanted the board to be aware of the recent requests.
Rains will contact Gallatin R-5 to discuss more details regarding the daily pool pass gift requests for end of school awards to students.
