Gallatin Public Works Director Mark Morey presented video to describe problem sewer line areas around town during the March 8 meeting of the Gallatin Board of Aldermen.

While taking sewer line video, a longtime water leak was discovered in the alley behind the pool hall on the east side of the Gallatin business square. Repairs were made by city workmen; several other water leaks were found throughout town following the very cold temperatures of the previous week. Mr. Morey expects the water plant to return to normal production following the identification and resolution of the leaks.

Bids for street resurfacing during the 2021 summer season were opened. The work to mill two inches of surface to be replaced with two inches of new asphalt on West Grand Street was awarded to Emery Sapp & Sons for the milling and paving of West Grand from Market Street to Ash Street for $149,895.50. The new surface will be from Market Street to Ash Street.

The four bids submitted to Gallatin aldermen for this street work is summarized as follows:

Emery Sapp & Sons — 1,745 tons @ $85.90/ton, $149,895.50.

Herzog Contracting Corp — 1,828 tons @ $86.50/ton, $158,122.

Keller Construction Co. — 1,745 tons @ $100/ton, $174,500.

Musselman & Hall Contractors, LLC — 1,770 tons @ $133/ton, $235,410.

Bills totaling in the amount of $205,346.53 were approved for payment.

Discussion was held on the February electric bill from MPUA that significantly increased due to winter storm “Uri.” The members of MPUA/MoPEP Pool have approved a resolution allowing the Pool to access up to $21 million from the revolving line of credit to help spread the impact of the high cost of electric to its members.

More specifically, the City of Gallatin received an estimated February Relief credit of $179,717.81. The city board agreed to accept the credit in February, but will have to pay back the credit over a period of time including interest cost.

Aldermen approved two readings of an ordinance authorizing the city to enter into a software (as a service) and spectrum lease agreement with Sensus USA Inc. Similar readings were approved for an ordinance authorizing the city to enter into meter data management and interface and mass meter changeout with GWorks.

Mr. Rains and Mr. Morey led a discussion about the water plant’s need for pipe repair to the lime sludge basins. Ross Construction provided an estimate of $22,400 to repair the pipe and stands. Rains will be contacting Snyder Engineering to inform them what the City of Gallatin will agree to regarding the repairs.

Chief Richards provided an incident report dated March 8th as follows: 7 agency assistances, 5 nuisances, 1 animal control issue, 1 welfare check, 1 alarm response, 1 trespass, 2 domestic disturbances, 2 child abuse or neglect responses, 2 citizen assists, 1 animal neglect, 1 possession of stolen property, 1 fraud report, 1 suspicious person incident, 1 fraud case, 1 suspicious person, 2 child custody dispute responses, and 1 traffic accident involving damage.

Notification of code violations were issued to 206 N. Daviess for property cleanup, to 1101 S. Prospect for vicious dog, and to 205 Center Street for a camper violation and other code violations. There currently was one dog impounded at the city’s animal control facility.

The aldermen recommended that City Administrator Lance Rains contact Rapid Removal regarding spring bulk pickup that is included in the city’s trash contract.

The aldermen voted to close the public meeting to convene in session closed to the public to discuss personnel and/or matters as allowed by state law. The meeting adjourned at 8:43 p.m.
