On Oct. 13, Michael A. Clark of Topeka, Kan., was charged with possession of controlled substance, careless and imprudent driving, possession of marijuana, drug paraphernalia, and DWI after an accident on northbound I-35 at the 71 mile marker on Oct. 12.

Clark struck an emergency reference marker. When he failed to complete a series of field sobriety tests satisfactorily, he was arrested at 7:40 p.m. for driving while intoxicated. He was later released to the Daviess-DeKalb County Regional Jail. Clark has a prior drug conviction in Kansas in 2016.
