County Commission
Superintendents from Daviess County Schools met with the commission, along with Cheryl Alexander, Daviess County Health Director, and David Roll, Emergency Management Director, to discuss whether school personnel should be classified as essential workers. Details of this discussion are presented on the front page of this issue.
James Lewis, bridge supervisor, met with the commission to update them on ongoing work. James advised his crew will be working on replacing tubes in Salem Township. The brush mower is now in Benton Township.
Jeanie Cunningham, Mike Keith Insurance, spoke to the commission by phone regarding the health insurance renewal for 2021 policy year. Discussion was held and Jeanie will furnish some additional information to the commission before next week.
Ben Becerra, Larry Adams, and Jared Hogan of the sheriff’s department met with the commission to discuss an application for CARES Act funding. Discussion was held. Larry Adams also advised the commission they have one vehicle in the shop due to a deer hit.
Pete Kaser, Kaser Development, Inc. of Ridgeway met with the commission to discuss how the CART bid process works, and asked to be added to the bid list for 2021.
Deb Snyder, Benton Township resident, asked about CARES funding for the Pattonsburg Senior Center. She was advised to contact the county clerk to get an application.
Wayne Uthe made a motion to appoint Deb Snider to the open position on the Senior Services Tax Fund board; David Cox seconded, and the motion passed, 3-0.
Dick Carpenter, Harrison Township, spoke to the commission by phone to discuss ongoing road and brush issues.
Presiding Commissioner Ruse spoke to Karr Tuckpointing regarding an existing bid for exterior maintenance for the courthouse.
In the afternoon, the commission checked roads, culverts and bridges in Harrison, Sheridan, and Monroe townships.
The meeting adjourned at 3 p.m.

Circuit Court
Criminal Law Day was conducted Sept. 16, 2020, by Judge Ryan Horsman. The following cases were heard:
Kathleen Asher pled guilty to an amended charge of passing bad checks, A misdemeanor, and was sentenced to 30 days jail with credit for time served.
A change of venue to Livingston County was granted to Colynn Lent on charges of stealing motor vehicle, D felony, assault third degree and resisting arrest for a felony, both E felonies, and kidnapping third degree, A misdemeanor.
Randall Tharp pled guilty to driving while revoked, E felony, and was sentenced to two years in the Missouri Department of Corrections (DOC). He was fined $50 for unlawful possession of drug paraphernalia and $50 for failure to properly affix plates.
Cyrus Wildman pled guilty to domestic assault third degree, E felony, and domestic assault, A misdemeanor, and a sentence assessment report was ordered.
A motion for change of judge was granted to Randy Worth in two separate cases. The charges are domestic assault second degree, D felony, no valid license, E felony, two counts of property damage second degree and drug paraphernalia, misdemeanors. The cases were assigned to Judge R. Brent Elliott.
Michael Stoddard pled guilty to possession of controlled substance, D felony, and drug paraphernalia, A misdemeanor. A sentence assessment report was ordered.
A hearing for 120-day release under RSMo 559.115 was reviewed for Jacob Palmer. The release was denied and the sentences were executed. Palmer is serving seven years for tampering with motor vehicle, four years for resisting arrest, seven years for possession of controlled substance; sentences are running concurrently.
Lori Bolin received a suspended imposition of sentence and five years probation for domestic assault, E felony.
Duncan Lewis received a suspended imposition of sentence, five years probation, and two days shock jail time with credit for time served, for possession of controlled substance, D felony.
Charles Oakgrove received a suspended imposition of sentence, with five years probation for felony possession of controlled substance and two years probation for misdemeanor possession of drug paraphernalia.
A jury trial was set for Michael Trickler on March 15, 2021, on charges of burglary second degree and possession of burglary tools.
Thobela Sovara was sentenced to four years in the DOC for DWI persistent offender, E felony, execution of sentence suspended. He received five years probation and 30 days jail shock time. He received a suspended imposition of sentence and two years probation for misdemeanor endangering welfare of a child and was fined $50 for speeding.
A jury trial set for Dustin Florez on Oct. 1-2 was vacated. He is charged with domestic assault first degree, kidnapping facilitating a felony, and armed criminal action.
Cases bound over from the Associate Division: State vs. Toni Yarbrough, Galt, domestic assault first degree, B felony; State vs. Amber N. Gann, Galt, domestic assault first degree, B felony.
Civil cases filed: Jeffrey Read, Coffey, vs. Director of Revenue, State of Missouri, petition to review suspension of driver’s license; John Richardson, Weatherby, and Steven Gautieri, Gladstone, vs. Grant R. Cole, Callao, wrongful death.

Associate Division
Tanner Jones, 22, Pattonsburg, was charged Sept. 15 with stealing motor vehicle and burglary second degree. Court documents allege that Jones stole a motorcycle from a Pattonsburg location on Sept. 2. Jones was arrested on Sept. 14 and taken to Daviess DeKalb County Regional Jail on a 24-hour hold pending the warrant.

Assessor’s Office
Levies have been set for 2020. These levies determine the amount of tax dollars that you will owe. The taxing entities (county, school, fire, library, health department, townships, etc.) set their own levies. The assessor is only responsible for valuations, not tax dollars.
If your taxes increase for 2020, it will be because of an increase in the levies by the taxing entities, and not because of an increase in your valuation (unless you had new construction).
Personal property valuations were rolled to the county clerk on Sept. 11. Real estate valuations will be rolled to the county clerk on Sept. 28.
Representatives from the assessor’s office will be in the field in Liberty Township/Lake Viking area, reviewing and picking up new construction. If you have any concerns or questions about your valuation, please call the assessor’s office.
