Dale Haucle, Smithfield Foods, spoke to the commission by phone regarding commission and township concerns with the construction of four new CAFO (concentrated animal feeding operations) hog barns in Daviess County. Concerns are regarding the possible damage to county roads from the construction activities and increased traffic to and from the barns. He advised the commission that the landowner would be responsible for any damages.
Matt Nalle, Salem Township land owner, spoke to the commission by phone regarding the CAFO hog barns and possible road damage. Mr. Nalle stated he would be happy to make whatever arrangements necessary to repair any damage caused during the construction process. A letter to that effect will be forthcoming.
James Lewis, bridge supervisor, updated the commission on ongoing work. James advised that they have been working in Monroe, Grand River, and Jamesport Townships repairing bridges and tubes. The brush mower is still working in Lincoln Township. James stated his crew would be installing air conditioners at the courthouse next week.
Mackenzie Manring, Green Hills Regional Planning Commission (GHRPC), met with the commission to get the final grant paperwork signed for the PWSD #2 drought project between Gallatin and Hamilton.
Michael Marriott, MoDOT Area Engineer, spoke to the commission by phone to discuss what is going on with MoDOT. They are expecting revenue to be down due to the lack of travel during the pandemic; no projects are expected to be cancelled but some may be delayed.
Randy Railsback, GHRPC, spoke to the commission by phone to discuss a possible conference call coming soon to get area commissioners together to compare ideas for how to disburse the CARES Act funds. Randy will notify the commission when the conference call is scheduled.
Robert Mazur, 43rd District Court Marshal, met with the commission to discuss the details and implementation of the new court order.
Christa Sullenger, Daviess County Land & Title, met with the commission to ask if the courthouse restrictions could be lifted for title offices. The commission will take her concerns under consideration. She also discussed ongoing title work on the Saber Road project.
Cheryl Alexander, Daviess County Health Director, met with the commission to discuss ongoing health issues. She advised the commission that a new order has come down from the Governor’s office that any new positive cases within the nursing home and/or regional jail residents or employees must be reported immediately to the Missouri Department of Health and Senior Services. Cheryl reported on the COVID-19 cases in Daviess County. They are monitoring some close contacts that reside in the county.
The commission spoke by phone with Jason Hostetler, Jamesport Township resident, regarding a culvert that needs repair on 290th Street. The commission will advise the road and bridge crew.
Discussion was held regarding the open unexpired library board position. Wayne Uthe made a motion to appoint Barbara Caldwell to the open unexpired position ending June 2022; David Cox seconded, and the motion passed, 3-0. An additional library board position for a 4-year term ending June 2024 will be available for appointment next month.
The commission received word from Andy Macias, Snyder & Associates, that the final inspection for BRO 031 (34) will be Wednesday, May 27 at 10 a.m. at the bridge site.
At 1 p.m. the commission met with Steve Tarr, MoDOT Permitting, and Steve and David Critten, Benton Township residents, concerning an outer road for I-35 and a field entrance drainage problem.
In the afternoon, the commissioners checked roads, bridges, and culverts in Benton, Lincoln and Jackson townships.

Judge Ryan Horsman heard the following cases on May 21 via video conference:
Eric Hollon pled guilty to damage to jail property and assault fourth degree, both E felonies, and sentence assessment reports were ordered.
Civil case filed: Danny W. Engel and Katherine Elizabeth Engel vs. Piping Technology and Edgar D. Jaime, petition for damages.
Associate Division
Steven McBee pled guilty to failure of enclosure for confining wildlife to meet standards and was fined $196.50. He also pled guilty to operating a big game hunting reserve, holding captive or selling legally acquired wildlife without a permit and was fined $296.50. The cases were heard May 19 before Judge Daren Adkins.
Lawrence J Murphy was fined $149 for taking a turkey without a turkey tag.

Staff members are finishing up field review for new construction this week.
Reminder: 2020 personal property assessment sheets need to be returned so that the information can be entered and prepared to export upstairs to the county clerk by the end of June.
