County Commission
James Lewis, bridge supervisor, updated the commission on ongoing work. James advised that they were installing tubes in Colfax Township this week. They are also mowing in Jamesport and Lincoln townships this week.
Discussion was held regarding current information relating to the COVID-19 pandemic. Current policies were discussed. Current positive cases and ongoing testing were discussed. Information from the 43rd District Circuit Court judge was received, notifying the commission that his order set to expire April 24 had been extended to May 15 pursuant to an order from the Missouri Supreme Court. No changes in courthouse procedures will be implemented at this time. David Roll, Emergency Management Director, and Cheryl Alexander, Daviess County Health Director, attended by phone.
Larry Adams, Jr., deputy, met with the commission. The commission entered closed session from 9:30 to 9:40 a.m. to discuss personnel issues. No decisions were made.
David Cox made a motion to accept a Resolution to continue insurance with Midwest Public Risk for the 2020-2021 coverage year, and to do so directly without the aid of a broker; Wayne Uthe seconded, and the motion passed, 3-0.
Discussion was held on the open library position. A notice will be in the paper next week for the two-year unexpired term position. A notice will be placed later for the six-year term position. All persons interested in serving on the library board should apply at the county clerk’s office.
Discussion was held on a request for a donation to Daviess Co Junior Livestock Show. The request was denied as the commission does not donate to any local groups.
Discussion was held on a request from Solid Waste District regarding appointments to their board. David Cox made a motion to leave appointments as they are at this time; Wayne Uthe seconded, and the motion passed, 3-0. Jim Ruse, presiding commissioner, will remain on the executive board, and Wayne Uthe will remain on the Transportation Action Committee.
Kyle Cornett, Courthouse Security, met with the commission to discuss door security at the courthouse. More information will be gathered. The issue was continued until next week. Kyle also discussed ongoing courthouse policies.
Pam McNeel, collector/treasurer, met with the commission to advise them she had not received any settlements from the prosecuting attorney for the years of 2018 and 2019. The issue was continued until next week.
Jane McKinsey, recorder, met with the commission to ask when she could return to selling marriage licenses. The commission advised her the Missouri Supreme Court had extended their court order that was to end on April 24 until May 15. There would be no sales before that date.

Circuit Court
In-person court proceedings have been suspended until May 15, 2020, by order of the Supreme Court of Missouri. Only proceedings that do not require in-person appearances are being conducted. The only cases being disposed in Daviess County at this time are traffic tickets.

Associate Division
Randy Worthey, 44, Gallatin, who was charged last week with domestic assault and property damage, has now been charged with no valid license third and subsequent offense and unlawful possession of drug paraphernalia. The charges stem from a traffic stop that was conducted in July 2019 by the Daviess County Sheriff’s Office. A summons was issued. Bond on the initial charges was first denied, but conditions of bond were amended on April 17. Worthey was released on his own recognizance and is allowed no contact with the alleged victim and no operation of a motor vehicle.
Assessor’s office
Representatives from the assessor’s office will be in the field this week and next week, reviewing and picking up new construction in Union, Jefferson and Liberty Townships.
