County Commission
James Lewis, bridge supervisor, spoke to the commission by phone to update them on ongoing work. Due to the wet weather the crew is working in the shop and only making emergency repairs in the county.
Ronetta Burton, county clerk, advised the commission the county had received notification from MPR Insurance that an attorney had been assigned to the possible litigation, and that their office would not be available for at least 14 days due to the virus.
Discussion was held regarding the amended personnel policy. David Cox made a motion to approve the amended personnel policy as presented; Wayne Uthe seconded, and the motion passed, 3-0.
Discussion was held regarding updated information on the COVID-19 pandemic, and new courthouse entrance procedures.
Discussion was held regarding lawn care for this year and whether to apply weed and fertilizer products. The decision was made to allow Double Ott to weed and fertilize this spring.
Ronetta Burton advised the commission regarding a deer hit with the Emergency Management vehicle. Estimates have been made and reports turned into the insurance company.
The commission interviewed Applicant #1 for the Road and Bridge crew at 9:30 a.m. They interviewed Applicant #2 at 1 p.m., and Applicant #3 at 1:30 p.m. A decision will be made at a later date pending results from a pre-employment drug test.
The commission discussed options for cleaning the courthouse during the absence of the custodian. Mitchell Ott met with the commission and agreed to clean on a contract basis temporarily.
The meeting adjourned at 12:30 p.m.

Circuit Court
By order of the Supreme Court, most in-person court cases have been suspended until May 1.
Cases bound over from Associate Division: State vs. Ronald E. Fanning, St. Joseph, assault third degree, E felony.
Change of venue: State vs. Dustin Michael Cope, Excelsior Springs, was transferred to Daviess County from Caldwell County. He is charged with two counts of assault fourth degree, A misdemeanors.
Civil cases filed: Justin R. Korthanke, Gallatin, vs. Shannon Korthanke, Gallatin, dissolution of marriage; Division of Employment Security vs. Marion Township, certificate of tax assessment.
Associate Division
James LeRoy Cranmer, Gallatin, was charged March 25 with domestic assault second degree, D felony. According to court documents, Cranmer and his girlfriend were fighting, verbally and physically, on March 24 at a rural Gallatin address, with three children in the house. The incident was reported by an 11-year-old boy. Cranmer has multiple drug and alcohol related offenses and at least one arrest for domestic assault in Blue Springs.
Terry L. Kirven, Minneapolis, MN, was charged March 28 with DWI persistent, E felony.
On March 17, Cheyenne Charisse Rideout pled guilty to misdemeanors of possession of marijuana and drug paraphernalia, and a seat belt infraction. She was fined $300 on the marijuana charge, $150 on the paraphernalia charge, and $10 on the infraction.
Terrence Lee Throckmorton was fined $100.50 for failure to maintain financial responsibility, D misdemeanor.
