County Commission
James Lewis, bridge supervisor, updated the commission on ongoing work. James hopes to complete the bridge inspections this month with MoDOT. The road crew is working on replacing signage around bridge approaches, as weather permits. James and the crew will continue to work on equipment at the barn.
Bills and abatements were approved.
Bradley Jones, Daviess County Nursing and Rehab, met with the commission to update them on issues. The census has been as high as 50, but averages at 46. The last inspection showed seven areas of concern for maintenance and two areas of concern for nursing. All corrections have been made. New flooring for some of the rooms is being installed in the next few weeks.
Cazes Johnson, Snyder & Associates, met with commission to drop off an invoice and provide an update on progress on BRO 34.
Darin Campbell, Allstate Consultants, met with the commission to update them on the mitigation inquiry from Caldwell County for a new bridge on Harrison and Jackson Township line. This possible project is still in the informational/discovery phase.
At 11 a.m., a pre-construction conference for Bridge 430001.0-2 Jump Road was held. Jim Ruse, David Cox and Wayne Uthe were present as well as Jon Dwiggins, Howe Company, LLC, Steve Wolfe, Tom Decker, Decker Construction, Joe Bond, GRM Networks, and Ronetta Burton, county clerk. Timelines and procedures to get the project started were discussed. Ground breaking on the project will begin the week of March 16, weather permitting.
Jackie Soptic, Green Hills Regional Planning Commission (GHRPC), met with the commission to sign a new contract for 2020 for economic development. Discussion was held. David Cox made a motion to accept the 2020 GHRPC Memorandum of Understanding; Wayne Uthe seconded, and the motion passed, 3-0. David Cox made a motion to appoint Jim Ruse as presiding commissioner, Lance Rains, and Roy Pendleton to the board; Wayne Uthe seconded, and the motion passed, 3-0.
David Cox made a motion to appoint Wayne Uthe, Lance Rains, and Carl Carder to the MoDOT Transportation Advisory Committee; Wayne Uthe seconded, and the motion passed, 3-0.
In the afternoon the commission looked at bridges, culverts, and brush in Jamesport and Washington Townships.

Circuit Court
Civil cases filed: Malissa J. Parker, Winston, vs. Ryan F. Parker, Blue Springs, dissolution of marriage.
Associate Division
Brian E. Dannar of Cameron was charged Feb. 26 with felonies of possession of controlled substance and resisting arrest, and misdemeanors of failure to yield to emergency vehicle, driving while revoked, and speeding. The charges stem from a pursuit on Jan. 28 by the Gallatin Police Department and Daviess County Sheriff’s Office, related to a forgery case in Gallatin. Dannar was the driver of a Ford F150 which was pursued at high speeds through Gallatin residential areas. The chase ended in Breckenridge when the vehicle crashed. Dannar fled on foot and was taken into custody about a block from the crash. A computer check determined that Dannar’s driver’s license was suspended.
Charles W. Oakgrove, Wichita, KS, was charged Feb. 25 with possession of controlled substance, D felony, drug paraphernalia and failure to maintain financial responsibility, misdemeanors.
Mark Anthony Gordon, Altamont, was charged Feb. 26 with no valid license, E felony, and misdemeanor failure to signal.

Breach of contract: Sandia Resolution Company LLC vs. Jordan Hunter was dismissed by the court without prejudice.
Suits on account: A consent judgment was entered for Brookwood Loans of Missouri LLC and against Faith Ruth. A default judgment was entered for Midwestern Health Management and against Robert Krawl et al.
Refuse breathalyzer: Cathy Hartman vs. Department of Revenue was dismissed by the court without prejudice.
