County Commission
Robert Mazur, 43rd Circuit Marshal, met with the commission regarding upcoming full-time security for the Daviess County courthouse beginning March 2, 2020, under the instructions of Judge Brent Elliott. Daviess County is the only county in the 43rd Circuit that does not have full-time security. Evening meeting groups will need to coordinate with the sheriff’s office to secure a deputy to provide private security prior to all after hour meetings. These groups will be responsible for the cost of this private security at the rate of $20 per hour with a two-hour minimum. This will also apply to county offices that need to operate outside of the normal hours of the courthouse, such as Saturday absentee voting in the county clerk’s office. Robert Mazur and Jim Ruse plan to meet with all office holders individually before the beginning of March.
James Lewis, bridge supervisor, updated the commission on ongoing work. James hopes to complete the bridge inspections this month with MoDOT. The road crew is working on replacing rip rap around bridge approaches, as weather permits. James and the crew will continue to work on equipment at the barn.
Tanya Matthews, Sheridan Township resident, spoke to the commission by phone to discuss having a railing replaced on a bridge on 210th Street near Zane Avenue. The commission will investigate.
Jerry Eads, Marion Township resident, met with the commission to discuss issues with Key Avenue near 155th Street. The commission will investigate and talk to the township.
Jeff Conaway, Marion Township resident, met with the commission to discuss issues with a portion of Ivory Avenue near 187th Street. The commission will investigate and discuss with the township.
The commission approved a bid ad for the Saber Road project. Bids will be opened March 4 at 10 a.m.
Final approval of the new personnel manual was postponed until next week.
Discussion was held regarding estimates from Grand River Heating and RenoDry. Issues were continued until next week.
Discussion was held as to what content to include in a 2020 Census ad. Ronetta Burton, county clerk, will run the ad twice before the March 15 start date.
Discussion was held regarding an issue with compensation raised by Kayla Michael, public administrator. Wayne Uthe made a motion to recognize the adjustment in public administrator’s salary according to RSMo 473.742, due to a change in the number of open letters; Jim Ruse seconded, and the motion passed, 2-0.
David Roll, Emergency Management Director, left a copy of the 2020 Spring Flood Outlook from the National Weather Service to advise the commission that the weather service is expecting a higher percentage of rainfall than normal beginning March 15 and continuing through April 30. Flooding is expected in Missouri.
Brian Copple, Gallatin School Superintendent, met with the commission to discuss an issue on South Cedar Street within Gallatin city limits. He was advised to check with the City of Gallatin.
Peggy Simmons, custodian, asked for assistance to change some of the bulbs in the courtroom ceiling. The commissioners assisted. They also repaired a light in the county clerk’s office.
In the afternoon the commission looked at bridges, culverts, and brush in Marion and Sheridan Townships.

Jury trials set for Dennis L. McBroom on Feb. 27 and Kenneth Lee Utley on March 19 have been vacated.
Associate Division
Lori A. Bolin, Cameron, was charged Feb. 18 with domestic assault third degree, E felony, in connection with an incident at a Cameron address located in Daviess County.
Defendants found guilty in the Associate Division of the Circuit Court of Daviess County are listed with the offense and fine assessed. Additionally, court costs collected for the State of Missouri amount to $74.50 for moving traffic violations and $120.50 in most criminal cases. Judge Daren L. Adkins pre-sided over the following cases:

Civil Court
Breach of contract: A default judgment was entered for Cavalry and against David Blackburn.
Suits on account: Consent judgments were entered for Midwestern Health Management and against Aaron J. Burrell, et al; and for LVNV Funding LLC and against Paul D. Byler. Default judgments were entered for Portfolio Recovery Associates and against Meckessa Rice, et al, and for Midwestern Health Management and against Wayne A. Wollam, et al. Midwestern Health Management vs. Jennifer I. Redman was dismissed by the parties.

You have until March 1 to turn in 2020 assessment sheets. Penalties range from $15 to $105, based upon valuation of the property. These penalties are assessed by state statute.
