County Commission
David Roll, Emergency Manager, introduced new bylaws for the Daviess County Local Emergency Planning Committee (LEPC) for the commission to approve. He stated the changes were minor clarifications. David also updated the commission on progress on the 2020 EMP grant that is due Friday. The EMPG mini grant has also opened up and paperwork is due Feb. 14. David is looking for estimates for someone to build a cabinet for the emergency vehicle. The mini grant will fund this expense.
David Cox made a motion to approve the new bylaws for LEPC as presented by Emergency Management Director David Roll; Wayne Uthe seconded, and the motion passed, 3-0.
James Lewis, Bridge Supervisor, met with the Commission to update them on ongoing work. James has continued to work on bridge inspections with MODOT. The road crew have been repairing signs and cutting brush around the signs. A bridge in Salem Township was temporarily closed to repair the backing. James and the crew will continue to work in the shop on equipment at the barn.
Annie Gibson, prosecuting attorney, finalized her 2020 budget.
Discussion was held on what needs to be done for Saber Avenue in Union Township. The issue was continued.
The commission decided to accept the Howe & Co dinner invitation while at CCAM training.
Jim Ruse signed the authorization for BRO 031(34) LPA Invoice 18 to Snyder & Associates.
Wayne Uthe made a motion to approve Commission Order 2020-1 to order Pam McNeel, Collector-Treasurer, to transfer $29.50 to correct funding for 2019, and $20,705 to complete funding for 2020 from General Revenue to the Emergency Management Grant Fund; David Cox seconded, and the motion passed, 3-0.
A budget hearing was held at 10 a.m. Present were the commissioners, the county clerk, and the sheriff. Ronetta Burton, chief budget officer, read the budget message that gave the state of the county. David Cox made a motion to approve the 2020 Daviess County Budget as presented; Wayne Uthe seconded, and the motion passed, 3-0.
A bid opening for Jump Avenue Bridge 430001.0-2 was held at 11 a.m. Present were the commissioners, the county clerk, Ron Dwiggins, Howe & Co, Steve Wolfe, Decker Construction, and Brad Parn, Brookfield Box & Bridge. Three bids were received as follows:
Engineer’s Estimate – $408,040.25; C&C Bridge and Concrete, $519,959.50; Brookfield Box and Bridge, $426,140.50; Decker Construction, $409,319.50.

Sheriff Ben Becerra met with the commission to discuss increased transportation costs for prisoners at the Daviess DeKalb Regional Jail.

Assessor’s Office
Daviess County property owners should have received their 2020 assessment sheets. Please return assessment sheets to the office by March 1 to avoid penalty. Penalties range from $15 to $105, based upon valuation of the property. These penalties are assessed by state statute.
Timely submission of your assessment sheet allows tax entities to record accurate valuations, which in turn enables tax levies to be based on the correct valuation.
