The Altamont Board of Trustees discussed the Missouri Rural Water Association testing results from Oct. 23, and needed line repairs. Five leaks have been located; two are minor, just needing a plug. The other three are going to need the contractor’s crew for repairs. At this time it is not known whose responsibility the leaks will be.
Trustees discussed how best to schedule needed leak repairs at the three locations. Roger Price will contact Decker Construction out of Lathrop to schedule the repairs at their earliest opportunity.
Joe Anstine of Missouri Rural Water suggested the Village buy insulated meter well lids. Well openings will need to be measured before purchasing.
Repair bills at Fourth and Whitsell were mentioned and pertinent special circumstances were explained. The residents had their sewer line repaired and it was requested the Village cover cost of snake rental and a minor amount of parts. A receipt for snake rental was provided and documentation for the cost of miscellaneous parts will be obtained. Based on details of the situation, the board agreed to cover approximately $120 worth of the cost.
Board members Ryan Clark and Karia Jones attended a recent Liberty Township meeting and discussed the possibility of getting Dean Rhoades to perform work on the Village streets. Rhoades has a suggested action plan and is willing to provide assistance to the Village.
Board members agreed Clark and/or Jones could hold discussions with contractor and township and update the remaining board members with additional information in the future, before a final vote is taken for the work to proceed.
There is a partly exposed water line south of Fourth Street which needs to be covered up. Roger Price inspected the area and talked with a nearby resident. The resident has been covering up the line for years and will do so as soon as possible.
A lift station repair bid from Roy Adams of Allied Systems, Inc. was discussed and approved by the board, provided a detailed cost breakdown is provided. One board member voted nay because an itemized bill was not provided. The village clerk will email the contractor and request detailed breakdown of the bid.
Only one sealed bid was received by the advertised deadline for snow removal and was accepted.
During public comment time, Lesia Kelley addressed the board regarding a free roaming dog killing one of her chickens. She said the sheriff’s office was called but no response was received from them. She has video of the incident. Brief discussion followed regarding her rights in case of future issues.
Ryan Clark informed other trustees that his Legendary Lawn Care crew lost the key to tower enclosure and they need another for access to that area. If the entire lock needs to be replaced he is willing to cover that cost.
The financial report and expense report were reviewed and accepted.
Community Building cleanup was discussed and board member Ryan Clark said he would do concrete work beneath a propane tank the week of Nov. 11. Cleanup date schedule was tabled.
Enforcement officer criteria was requested by a board member and copies were made of guidelines provided by the previous enforcement company.
The next regular meeting was scheduled for 3 p.m. on Dec. 8.
