Courthouse News: County will require licenses for medical marijuana operations

Discussion was held regarding whether Daviess County would be requiring licenses for the medical marijuana operations coming to the county, as is done with liquor licenses. David Cox made a motion to approve Commission Order 2019-6 to set the county license fees for medical marijuana to be the same fees as set by the State of Missouri for each type of operation; Wayne Uthe seconded, and the motion passed, 3-0.

James Lewis, bridge supervisor, updated the commission on ongoing work.  The road crew will be working in Grand River and Jefferson townships this week. Discussion for two bridge replacement/repair options was continued until next week.

Diane McLey, deputy assessor, met with the commission to advise them regarding some road issues in Salem Township. She also asked when the county vehicle would be available. The commission advised her it would be available on Thursday, as soon as detailing was completed.

The commission took possession of a 2009 Chevrolet Tahoe that was a former sheriff department vehicle. The new vehicle will be used in conjunction with the 1999 Chevrolet Tahoe as a second county vehicle available to Daviess County elected officials for business use.

Kenny Dinwiddie, Washington township land owner, met with the commission to discuss a road issue.

Dana Carder and Gene Walker, Central Dispatch 911, met with the commission to discuss the option to opt-in to the recently changed statute RSMo. 190.460 for Prepaid Wireless Emergency Service Charge Fund. Central Dispatch is in favor of opting back in. They also discussed the amount of calls answered for the sheriff’s department in regard to MULES (Missouri Uniform Law Enforcement System) calls, and what value that amount of work has. Discussion was held. Then David Cox made a motion to approve Order 2019-5 to Opt-In to the Prepaid Wireless Emergency Service Charge Fund pursuant to RSMo 190.460; Wayne Uthe seconded, and the motion passed, 3-0.

Jane McKinsey, recorder, left information for the commission that explained why her office’s state reimbursement for 2019 would be $20,000 short. The information also explained that there will be no payment for next year, leaving the county short $55,000, and the future after 2020 is uncertain due to the fund being out of money.

Jeannie Cunningham, Mike Keith Insurance, spoke by phone with the commission regarding a final quote for health insurance for the upcoming year. She will get back with them as soon as possible with final numbers.

Ben Becerra, sheriff, met with the commission to discuss current procedures and future options for his department.

Becky Simpson, Extension Office, met with the commission to ask for Wayne’s help in working on the 4-H trailer.

Review was conducted of the current Accounting and Internal Controls Policy. Ronetta Burton, county clerk, presented proposed corrections and amendments to the current policy. Wayne Uthe made a motion to accept the Accounting and Internal Controls Policy as amended; David Cox seconded, and the motion passed, 3-0.

Review was conducted of the current Procurement Policy. Ronetta Burton presented information that the state policy has been amended effective Aug. 28, 2019. Discussion was held. The issue was continued until next week.

Review was conducted of the proposed new investment policy presented by Ronetta Burton. Discussion was held. Wayne Uthe made a motion to accept the Daviess County Investment Policy as presented; David Cox seconded, and the motion passed, 3-0.

Ronetta Burton advised the commission that an attempt to enter her vault on the ground floor had been noticed. The commission will work with the sheriff’s department to review security for all windows on the ground floor.

Discussion was held regarding replacing the fluorescent lights in the courtroom with LED lights. County funds will not allow for this upgrade at this time.

Jon Dwiggins, Howe & Co, met with the commission to discuss possible solutions for repair or replacement for the Jump Avenue bridge. He had a more accurate cost estimate for replacement at $400,000.  The commission is also waiting to hear if repairs can be covered under the Disaster Declaration 4415. The issue was continued until more information is obtained.

Bethany Vandiver, Friends of Gallatin, left word for the commission asking permission to have “Scare on the Square” activities around the courthouse on Saturday, Oct. 26. Permission was granted.

Ronetta Burton discussed county expense reimbursement rules with the commission.

The commission spoke to the previous custodian by phone to inquire about some misplaced tools.

Sally Black, assessor, submitted her certification for 20 hours of training recently completed.

In the afternoon the commissioners checked roads, culverts, noxious weeds, and bridges in Benton, Salem and Grand River townships.

Assessor’s Office

A representative from the State Tax Commission accompanied deputy assessor Diane McLey in the field on Tuesday, reviewing and picking up new construction in Jefferson, Marion and Salem Townships. Representatives from the assessor’s office will be in the field on Oct. 17-18, finishing review in Jefferson, Marion and Salem Townships and moving on to Jamesport Township.
