Ray Dockery, Home Exchange Bank, met with the Commission to finalize the paperwork for the last sheriff’s vehicle. Wayne Uthe made a motion to accept a lease agreement to purchase a 2019 Dodge Ram; James Ruse seconded, and the motion passed, 2-0.
Discussion was held regarding the county vehicle that is being received from the sheriff’s office. The issue was continued until next week.
James Lewis, bridge supervisor, updated the commission on ongoing work. The road crew will be working in Grand River and Benton townships this week. Discussion was held regarding repairs to BR200001.7 and BR466001.3 and whether it would be better to repair them or replace them with large tubes. James will gather some more information and report back. The issue was continued until next week.
Jane McKinsey, recorder, met with the commission to advise them her reimbursement from the state would be around $35,000 this year instead of the normal payment of about $50,000. She will keep them advised as soon as she hears what is causing the decrease.
Wayne Uthe made a motion to remain in the Opioid Litigation class action lawsuit; David Cox seconded, and the motion passed, 3-0.
David Roll, Emergency Management Agency, met with the commission to discuss Disaster 4451 paperwork. Greg Lewis and Teri Bacon, FEMA, met with the commission also to help with starting the documentation process.
Laurie Whitmire, Environment Protection Agency, also joined the meeting by phone. She expressed her desire for all entities that have experienced damage, to remember to be mindful of the environment and wildlife concerns as repairs are made. All of the bridges that were damaged will need to be assessed by EHP and the State Preservation Officer because they are over 45 years old. This meeting is the Recovery Scoping Meeting to kick off this disaster documentation process.
One member of the FEMA Mitigation Team, Mr. Wolford, also joined the meeting by phone. He advised the commission what was defined as mitigation, and what documentation will be needed to apply for this assistance. He expressed his desire for the county, and other entities, to make a concerted effort to suggest repairs that will tend to make future flooding events less damaging. There is a 25% match requirement for any projects completed under the Mitigation program.
The deadline to complete the project inventory will be 60 days from today.
Deputy Larry Adams met with the commission to discuss paperwork and get signatures for the last sheriff vehicle. It should be available to the commission to drive next week.
Jon Dwiggins, Howe & Company, spoke to the commission by phone to discuss possible costs to repair/replace the damaged bridge on Jump Avenue. He will call back with more exact figures later in the week.
Accounting, Procurement & Investment policies were continued until next week.
In the afternoon the commissioners checked roads, culverts, bridges, brush and noxious weeds in Jefferson and Colfax Townships.

Reid Otto Scott, Rothville, was charged Oct. 2 with damage to jail property, E felony.
Cody Lee Atkins, Bethany, was charged Oct. 3 with two felony counts of passing bad checks.
Ronald E. Fanning, St. Joseph, was charged Oct. 7 with assault third degree, E felony.
Defendants found guilty in the Associate Division of the Circuit Court of Daviess County are listed below with the offense and fine assessed. Additionally, court costs collected for the State of Missouri amount to $70.50 for moving traffic violations and $120.50 in most criminal cases. Judge Daren L. Adkins presided over the following cases:
