After discussing the feasibility of constructing a new jail, Daviess County Sheriff Ben Becerra and DeKalb County Sheriff Andy Clark both expressed their opposition to the idea during the Aug. 30 meeting of the Regional Jail Board.

Daviess County Commissioner James Ruse expressed concern with the potential cost of a new facility, but does feel improvements need to be made to the current structure.

The jail board agreed to a feasibility study to be done by Goldberg Group Architects at a meeting held earlier in the summer. The feasibility study was to determine whether the jail proceeds with needed upgrades to the current facility or lays the groundwork for a new facility in the future.

In other business at the Aug. 30 meeting, the financial report was approved by the board. Sales tax revenue for July 2019 $81,272.65; Sales Tax balance $26,485.10; Commissary grossed $11,817.07 in August 2019; CD account 247 balance $247,881.61; Accrued interest in CD977 $1,026.77; CD account 977 balance $104,555.24; Operating Account balance $270,894.14; Payroll balance $1,066.34; Accounts receivable $203,982.45; Accounts payable $1,082.72.

Deputy Director Tim Carder attended the sheriffs conference and reported it was very informative.

Crisis Intervention Team (CIT) training, and firearms qualification is near completion, and all training guidelines are being met. Sheriff Deputy Hogan will be attending taser instructor training in Kansas City to support training of the DDRJ staff.

The board approved online payments to vendors to save on postage.

Director Edmon Howard and Mr. Carder toured Doniphan County’s jail and were impressed with the layout of that facility.

Mr. Howard advised that a liability account for DeKalb County checks has been created in Quickbooks to aid in the tracking and receiving of DeKalb County detainee payments.

A closed session was not needed.

The next regular board meeting is scheduled for 10 a.m. on Friday, Oct. 25, 2019, due to absence of the director in September.
