The commission held a discussion on the noxious weed problem in Daviess County. In particular they discussed the growing problem with thistles. RSMo 263.190 and RSMo 263.200 requires every land owner in the state of Missouri “to control all noxious weeds growing thereon so often in each and every year as shall be sufficient to prevent such noxious weeds from going to seed.”  The commission will do some research and put out a notice in August.

James Lewis, bridge supervisor, updated the commission by phone on ongoing work. His crew will continue to work on repairing damage from the recent rains. They will be working in Marion and Lincoln Township this week, as well as documenting damage in other areas.

Randy Eads, Washington Township, met with the commission to present two road closing petitions. The county clerk will verify the signatures so the petitions can be read for the first time next week. The issue was continued until next week.

Jim Ruse and Wayne Uthe will attend the fall MPR Conference in Branson Sept. 4-6, 2019. The commission will meet that week on Tuesday, Sept 3, 2019. The courthouse will be closed on Monday, Sept. 2 for the Labor Day holiday.

David Cox discussed an issue with Marion Township and an election invoice from April 2017. He received some documentation from the county clerk and will follow up with the township.

Lance Rains, Gallatin Administrator, and Jackie Soptic, GHRPC Green Hills Regional Planning Commission, met with the commission regarding rural economic development and how rural development is geared more to small businesses, maintaining existing businesses, and planning for the transition of businesses when owners retire or pass away.  Jackie Soptic stated other counties in our area are having good success by forming a county organization. The commission will consider sponsoring an informational meeting for assessing the county-wide interest.

Bob Merritt, Union Township resident, met with the commission to discuss an issue with some culverts and lack of maintenance on Quartz Avenue. These are township culverts so Mr. Merritt was referred to the township.

Jim Harrington, Jamesport Township resident, left word for the commission that there was an issue on a bridge on 292nd Street. The Commission will check into the situation.

In the afternoon the commissioners inspected roads, bridges, culverts, brush and noxious weeds in Grand River, Sheridan, and Jefferson townships.

Circuit Court

Before Judge Ryan Horsman on July 10, William Wayne Logston of Gallatin plead guilty to driving while revoked, E felony, and was sentenced to two years in the Department of Corrections. On misdemeanors of drug paraphernalia and stealing, he was sentenced to 60 days jail with credit for time served on each count. He was ordered to pay restitution of $675. One count of trespassing was dismissed.

Civil cases filed: George M. Saul and Karen Kay Saul vs. Lyle E. Spillman and The Hatchet Jack Conservancy LLC, petition for easement; Aaron Strine, Jamesport, vs. Kathleen Strine, Lebanon, OH, dissolution of marriage.

Associate Division

Apollo Leon Brown, Cameron, was charged July 9 with no valid license, E felony.

Brian S. Alexander, Chillicothe, was charged July 10 with forgery, D felony. He allegedly completed a credit application without authority to do so.

Jackqueline Blackburn, Jamesport, was charged July 14 with DWI, persistent, E felony; misdemeanor of operating motor vehicle without financial responsibility; and failure to affix plates, an infraction. Blackburn was stopped at 1:40 a.m. July 14 by the Highway Patrol on Missouri 6 west of Route O in Daviess County. She performed poorly during field sobriety tests, and has two prior convictions for DWI, one in 2000 and one in 2016.

Civil Court

Breach of contract: A default judgment was entered for Crown Asset Management LLC and against David S. Richardson.

Suits on account: A default judgment was entered for LVNV Funding LLC and against Steven Sanders. A consent judgment was entered for Midwestern Health Management and against William Browning et al.

Other contract: A default judgment was entered for Southwest National Bank and against Linda Barr et al. Southwest National Bank vs. Hope Wicks was dismissed by the parties.
