James Lewis, bridge supervisor, met with the commissioners to update them on ongoing work. His crew will be working on replacing washed out culverts in Jackson and Harrison Townships, and other areas in the county this week. Discussion was held regarding a small bridge on the Daviess/Caldwell county line. The commission will get in touch with the state for guidance. The issue was continued until next week.
Ray Dockery, Home Exchange Bank, met with the commission to finalize a lease purchase agreement for sheriff department vehicles.
Discussion was held regarding an ongoing road and drainage issue in Washington Township. The county doesn’t have any legal jurisdiction over this issue, therefore no action will be taken.
The commission approved an ad for the paper to notify the public of the necessity of clearing their brush along county roads. Brush letters will be going out in the next few weeks.
Aaron Trager, Trager Quarries, met with the commission regarding a road issue in Sheridan Township.
Discussion was held regarding county brush mowing around culverts and bridges. Jim will talk to Bill Haggard, mower operator. The issue was continued until next week.
Discussion was held regarding Colfax Township’s desire to add a portion of Wood Avenue to the CART program. The issue was continued until the township finishes their upgrading of the road to county specifications.
Jared Hogan, Sheriff Department, met with the commission to advise them of a culvert issue in Grand River Township on Kodiak Road. Commissioners will check into it.
David Cox made a motion to accept the Landmark road maintenance agreement for another 5-year term; Wayne Uthe seconded and the motion passed. Commissioners will meet with a representative of Landmark next Wednesday to sign the contract.
Wayne Uthe made a motion to approve Commission Order 2019-3 for Pam McNeel, treasurer, to move $4,770.00 from General Revenue to Jackson Township Maintenance Fund; David Cox seconded, and motion passed.
The commission received word from the engineers that bids can now be let for construction of BRO 031(34) in Benton Township.
David Roll, emergency management director, met with the commission to discuss storms from this week, details from the 2019 EMP Grant, and upcoming training events. David advised the commission he will be out of the county for two weeks in June.
Lance Rains, Gallatin City Administrator, met with the commission to advise them about the city proclamation for the Torch Run, and some new information regarding census algorithms that are adversely affecting grants to Daviess County entities.
Mitchell Ott, Double Ott Lawn Service, met with the commission regarding permission to do pest applications for the lawn. Permission was granted.
The commissioners were advised that there is a water leak over the first floor east entryway. They were also advised the new water cooler on the third floor has a problem with the stainless steel finish. Both issues will be addressed.
The commission received a copy of the 2019 Budget for Workforce Development.
After discussion, the commission decided not to send anyone to the MPR Chain Saw Training this year. The county clerk will look into other training options available.
The commission received word from Ray Wadley, SEMA, that all Daviess County entities except PWSD #2 have completed all of their paperwork for the 2015 FEMA/SEMA disaster.
The commission received an invitation to participate in the 2019 ICMA County data survey. The county declined to participate.
A landscaping agreement was entered into by the commission and Legendary Lawn Care for upgrading the area between the sidewalk and the courthouse. Legendary Lawn will be installing river rock starting next week, weather permitting.
Discussion was held regarding 2019 bids for property and liability insurance for the county. The issue was continued until next week, pending receipt of more bids.
The commission spoke with Jay Hart, Grand River Heating & Cooling, in regards to a repair estimate submitted to replace the third floor court AC unit that is currently not working. The commission approved the estimate. Work will commence as soon as possible.
The commissioners looked at roads, bridges, and culverts in Colfax and Marion Townships.

Circuit Court
A jury trial for Vincent Sturgeon had been scheduled for May 30-31 on three counts of kidnapping, one count of domestic assault, and one count of endangering welfare of a child. The charges were dismissed, and identical charges were refiled on May 23.
Cases bound over from the Associate Division: State vs. Christopher G. Houston, St. Joseph, domestic assault third degree, E felony, two counts kidnapping third degree, A misdemeanor, tampering with a victim in a felony prosecution, D felony; State vs. Larry Wayne Peace, Jamesport, domestic assault second degree, D felony, no valid license first offense, D misdemeanor.
Associate Division
Defendants found guilty in the Associate Division of the Circuit Court of Daviess County are listed below with the offense and fine assessed. Additionally, court costs collected for the State of Missouri amount to $70.50 for moving traffic violations and $116.50 in most criminal cases. Judge Daren L. Adkins presided over the following cases:
Tyler J. Brock, Gallatin, tampering, probation violation, probation revoked, one year jail sentence executed.
Ethan M. Morrell, Gallatin, careless and imprudent driving and failure to register vehicle, suspended imposition of sentence, two years probation, 20 hours community service on each count; no valid license, suspended imposition of sentence, two years probation, 40 hours community service.
Heather R. Coffman, Jamesport, no insurance, $103.50.
Heather G. Wilson, Garden City, no valid license, $300.
Allie G. Rainey, Liberty, speeding, 15 days jail; possession of marijuana, $300; possession of drug paraphernalia, $150; no valid license, $300.
