Emmitt Morris, 2020 Census Area Manager, met with the commission to inform them of the procedures for the upcoming census. Address confirmations will begin in August 2019, with actual door-to-door census beginning in the spring of 2020. Persons wishing to apply to work can sign up online at www.2020census.gov/jobs. Mr. Morris encouraged everyone to fill out the paper form as soon as it arrives, or go online, or call the toll free number. If the census is done promptly you will not receive a door-to-door visit. Census information is helpful to the county, and to various entities and small businesses when applying for grant money. David Cox made a motion to support the work of the census and help get the word out to Daviess County citizens of the importance of completing the census in a timely manner. Wayne Uthe seconded; motion passed.
James Lewis, road and bridge supervisor, updated the commission on ongoing work. His crew will be working on a low water crossing in Harrison Township. They will also be working on cleaning brush from culverts and bridges in Grand River Township.
Ray Wadley, SEMA Inspector, notified the commission that he would be in the area to inspect FEMA/SEMA completed projects from 2015 to the present in the next few weeks.
Ronetta Burton, county clerk, advised the commission that the 2018 Financial Statement was published timely.
The commission entered closed session to discuss a personnel issue from 9:20 a.m. to 9:30 a.m. No decisions were made.
David Cox made a motion to approve Commission Order 2019-2 that allows Pam McNeel, treasurer, to transfer $62,147.59 from the General Fund to the Assessment Fund as budgeted, per RSMo 137.720. Wayne Uthe seconded; motion passed.
Ben Becerra, sheriff, and Jared Hogan, deputy, met with the commission to update them on personnel issues in the sheriff’s office. They also updated the commission on a timeline for the new vehicles coming in. Discussion was held in regards to the sheriff’s department towing policy.
Discussion was held about the procedure to appoint persons to fill the vacant positions for Marion Township. David Cox made a motion to place an ad for two weeks for the open Marion Township positions of a trustee, two board directors, and a clerk. Wayne Uthe seconded. Applications of appointment can be made at the county clerk’s office during normal business hours until all positions are filled.
Ronetta Burton advised the commission that the General Municipal Election went smoothly with no major problems. Unofficial results are available now at www.daviesscountyelections.blogspot.com, with official results available after the verification on April 5.
Barry Bothwell and Philip Carpenter, Harrison Township residents, met with the commission to discuss the election results and details for Shoal Creek Fire Protection District.
Jon Lowe, Mantis 9 Collective, met with the commission to discuss regulations regarding growing Medical Marijuana in Daviess County under the provisions of Article 14 of the Missouri Constitution. Discussion was held regarding their proposed operation.
The commissioners looked at roads, bridges and culverts in Colfax, Marion, and Jefferson Township in the afternoon.
The meeting adjourned at 4:45 pm.

A dissolution of marriage was granted to Sherry Johnson from Brandon Johnson.

Associate Division
Eric R. Hollon, Chillicothe, was charged April 4 with damage to jail property, E felony.
Defendants found guilty in the Associate Division of the Circuit Court of Daviess County, Missouri, are listed below with the offense and fine assessed. Additionally, court costs collected for the State of Missouri amount to $68.50 for moving traffic violations and $116.50 in most criminal cases. Judge Daren L. Adkins presided over the following cases:
Vanessa M. Weathers, Olathe, KS, speeding amended to defective equipment, $200; possession of drug paraphernalia, $150; possession of marijuana, $300.
Robert S. Kowalski, Columbia, no valid license, two days jail; failed to register vehicle, $30.50; no insurance, $103.50; no valid license, 3 days jail.
James G. Crockett, Jamesport, non-support, suspended imposition of sentence, two years Probation.
Joel M. Newks, Milan, careless and imprudent, accident, $80.50.
George Guerrero, DelValle, TX, driving while intoxicated, 10 days jail; Motor Carrier Code violation, 3 days jail; speeding, 2 days jail.
Civil Court
Breach of contract: Portfolio Recovery Associates LLC vs. Annie B. Moore, and Citibank NA vs. Veronica Hilz were dismissed by the parties.
Suits on account: A consent judgment was entered for LVNV Funding LLC and against David Staiger. Midwestern Health Management vs. Matthew R. Houser et al was dismissed by the parties.

Representatives from the assessor’s office will be in the field in the Lake Viking area, reviewing and picking up new construction. After Lake Viking they will move to Benton and Jefferson Townships.
