Commissioners approve proposed budget for 2019 at hearing

Budget Hearing

Jim Ruse, presiding commissioner, opened the budget hearing with the reading of the beginning account balances. Discussion was held regarding the approved departmental budgets. The proposed 2019 budget was reviewed, and it was noted that it had been available for public viewing in the county clerk’s office since Jan. 15, 2019. David Roll, EMA director, and Ronetta Burton, county clerk, were the only other persons present at the hearing. There were no public comments. David Cox made a motion to approve the balanced budget for 2019 as presented; Wayne Uthe seconded and the motion passed unanimously.

Jim Ruse had a discussion with the commission regarding bond amounts and whether any additional coverage for the county or any elected official is needed. More information will be gathered. Ronetta Burton will furnish information on existing bonds and costs, along with existing Midwest Public Risk coverage which the county has. The issue was tabled until next week.

Pam McNeel, collector-treasurer, met with the commission to discuss a taxpayer’s request to waive the penalty on 2018 taxes due. After discussion, the commission decided to uphold the collector’s decision to deny the taxpayer’s request to waive the penalty.

The commission received several invitations to attend dinners during the County Commissioners Association Meeting (CCAM) coming up in February, and decided to attend the Howe Company, LLC dinner. RSVPs have been sent. The commission will not meet on Feb. 6 due to attending the mandatory training. The next commission meeting will be Feb. 13, 2019.

Deputy Robert Mazur met with the commission to update them on an estimated time of arrival (ETA) for the new sheriff’s vehicles. The ETA is unsure at this time, but delivery is estimated to be April or May of 2019.

Sherri Carder, health department, sent word to the commission that the snow and ice from their metal roof was doing some damage to the guttering. The commission will address any damages as soon as the weather warms up and the existing ice and snow are gone.

The commission received a bid from Grand River Heating and Cooling to put a new heat/cool system in for the assessor’s office. David Cox will make contact with the National Historical Preservation Society to get permission to make the necessary adaptations to the outside wall of the building for the installation. The issue was tabled until more information can be obtained.

The commission inspected water damage on the third floor, maintenance issues, and a broken water cooler to see what needed to be done to correct these building repair issues.
