The 2019 budget was approved during the meeting of the Daviess-DeKalb Regional Jail Board held Dec. 28. The budget projects revenue at $2,889,750 and expenses at 2,889,029, for an ending balance of $730.
Revenue
The proposed 2019 budget projects $311,000 in revenue coming from the commissary at the jail. Biggest money makers are the canteen $120,000; turnkey phone $98,000; e-cigarettes $45,000; and encartele $32,000.
Besides Daviess and DeKalb, the jail’s inmate reimbursements will come from Livingston County; Caldwell County; Sullivan County, Gentry County, the City of Chillicothe; and Putnam County. Total jail revenue is $1,781,800.
Expenses
Payroll, which is the jail’s biggest expense, is $1,361,000. Employee benefits include employee medical insurance at $360,000.
Big expenses for the jail include insurance, which is calculated at $104,000 for liability and $13,000 for property; total $117,000.
The cost of commissary goods is figured at $118,500.
Inmate housing total medical is $188,500 with the ACH Medical Plan taking $180,000 of that.
Jail tracker (offender and facility management software system) should cost around $19,000.
The cost to feed inmates is $328,350 with the cost of food taking $320,000 of that.
Total utilities is expected to be $130,250.
Sales tax
The jail’s income is calculated at $1,782,350. Its expenses come to $2,889,020, for a projected loss of over a million dollars ($1,095,170), if it were left to the jail to provide for itself.
However sales tax revenue will come to $1,107,400 in sales tax added to the jail’s income of $1,782,350, for a 2019 income of $2,889,750. Subtract the $2,889,020 in expenses and the jail should come ahead about $730.

In other business at the Dec. 28 meeting, Deputy Director Tim Carder gave the financial report, which the board accepted as follows: Sales tax revenue for November 2018, $101,530.68; Sales Tax balance $49,113.81; Commissary grossed $9,388.41 in December 2018; CD account 247 balance $245,821.49; CD account 977 balance $102,549.41; Operating Account balance $31,565.82; Payroll balance $528.08; Accounts Receivable $215,416.74; Accounts Payable $0.
The board received a breakdown of the current housing by agency.
Mr. Howard reported that the Shop With a Cop event was a success with 39 children participating. The name will be changed to Officers for Kids. Currently over $600 has been collected, which will go toward next year’s event.
Officer rotation for 2019 is as follows: Chairman Kyle Carroll, DeKalb County Presiding Commissioner; Vice Chairman Andy Clark, DeKalb County Sheriff; Secretary Ben Becerra, Daviess County Sheriff; Treasurer James Ruse, Daviess County Presiding Commissioner.
A Kawasaki Mule was purchased this month for $3,500.
The next board meeting is scheduled for 10 a.m. on Jan. 25.
