Jeannie Cunningham, Mike Keith Insurance, met with the commission to update them on insurance options for 2019.
David Cox made a motion to accept the bid from Mike Keith Insurance for Blue Cross Blue Shield KC, for three options similar to what is available now; Jim Ruse seconded. Motion passed.
James Lewis, bridge supervisor, reported his crew will be working on repairing bridges and bridge decks in Lincoln and Jefferson Townships.
Chip Winger and David Allen, Sheridan Township, met with the commission to update them on the work they have planned for 185th Street. The issue for the remonstrance is tabled until further information is gathered.
Bills were approved, and minutes from the last meeting were approved.
Andy Macias, Snyder and Associates, met with the commission to discuss engineering issues with the BRO 031(34) bridge project. After an extensive discussion, the commission will continue with the project under Snyder & Associates supervision, with new personnel handling the inspections.
David Roll, Emergency Management Director, met with the commission to discuss the 2019 budget. He also discussed implementation of the new emergency kits purchased by LEPC. Wayne Uthe made a motion to accept a memorandum of understanding between Daviess County Local Emergency Planning Committee and KAW Fire Protection District for deployment of one of the kits; David Cox seconded. Motion passed.
Craig Woolridge, Sheridan Township resident, met with the commission to discuss the road closing petition on 185th Street. He submitted a Protest of Remonstrance for the petition to close the road.
Craig Lambert, Salem Township, called in to the commission in regard to the regulations on township road easements and the township’s responsibility to utility companies.
The commission was presented a Purple Heart County plaque that will be displayed in the first floor foyer from the Missouri Order of the Purple Heart.
David Cox made a motion to purchase a Purple Heart County sign for the courthouse lawn; Wayne Uthe seconded. Motion passed.
In the afternoon the commissioners viewed roads, culverts and bridges in Salem and Benton Townships.

Circuit Court
Cases bound over from the Associate Division: State vs. George D. Rainey, Pattonsburg, second degree – D felony, third degree – E felony, and fourth degree – A misdemeanor domestic assault; forgery, D felony; tampering with victim in a felony prosecution, D felony.
Civil cases filed: Bobby D. Morgans vs. Katherine E. Morgans, both of Trenton, dissolution of marriage.
Associate Division
Jeffery R. Rylander, Seabeck, WA, was charged Nov. 4 with DWI persistent, E felony, misdemeanors of careless and imprudent driving and no valid license, and an infraction of failure to display plates. According to the probable cause statement, Rylander was stopped for multiple lane violations on I-35 in Daviess County by the Highway Patrol on Nov. 3. He was found to be intoxicated and arrested without incident. He has two prior DWI convictions, one in Washington in 2011 and one in Illinois in 1999, and a DWI arrest in Iowa in 2017 which does not indicate a conviction disposition.
Roger D. Hobson, Pattonsburg, was charged Oct. 31 with non-support, E felony.
Civil Court
Suits on account: LVNV Funding LLC vs. Lois Gaddy and Midland Funding LLC vs. Kayla Mowre were dismissed by the court without prejudice. A default judgment was entered for Midwestern Health Management and against Matthew D. Cameron et al.
Refuse Breathalyzer: Donald T. Fore, McFall, vs. Missouri Department of Revenue was tried by the court. The revocation of driving privileges for Fore was set aside.
Driving privileges were reinstated for Eugene R. Baker, Jamesport, after successful completion of reinstatement requirements, including installation of certified ignition interlock device with camera, and written, driving, vision and roadside sign recognition exams.

Ruben G. Hernandez Jr., 64, Kansas City, and Mary Jane Enad Collis, 49, Trenton, were married Oct. 30 by Judge Daren L. Adkins.
