David Allen, Sheridan Township, met with the commission to present a remonstrance for closing a road on 175th Street for one half mile north of Vista Avenue. The signatures will be verified by the county clerk’s office; 12 valid landowner signatures are required.

The commission held the third and final reading of a petition for vacation of a public road for a half mile of 175th Street north of Vista Avenue. The issue was tabled until next week.

James Lewis, bridge supervisor, reported that his crew will be replacing a small bridge with a 72” tube in Jefferson Township this week.

Bills were approved, and minutes from the last meeting were approved.

David Roll, emergency management director, met with the commission to discuss the 2018-2019 EMA contract, and to update signatures due to new personnel.

Jim Ruse, presiding commissioner, advised the board that Mari Nelson has resigned from the SB40 board. The commission will advertise this opening for two weeks, and then discuss a replacement. Applications are available at the county clerk’s office. The issue was tabled.

Walt Schley, Missouri Order of the Purple Heart, met with the commission to ask that Daviess County adopt a resolution to become a Purple Heart County. Wayne Uthe made a motion to adopt a resolution for Daviess County to become a Purple Heart County; Jim Ruse seconded, and the motion passed. Mr. Schley donated a sign for reserved parking for Purple Heart recipients. The resolution will be presented and signed next week. A plaque presentation will be held at a later date.

John Gorman and his painting crew met with the commission to pick up his advance check for the clock tower painting project. They will begin on Thursday, weather permitting.

Ronetta Burton, county clerk, updated the commission on progress for the phone project.  Windstream installed some of their equipment on Monday; hopefully they will be back soon to finish.

The commission discussed the current cleaning policy in regards to a request from Pam Howard, circuit clerk. All elected officials will be informed of the clarifications.

Andy Macias and Cazes Johnson, Snyder & Associates, met with the commission to update them on bridge 359000.6-1 which will become BRO 031(34), located in Benton Township, as soon as funding is secured. This project has been on hold since 2014 for lack of funds. The project will require $255,000 of soft match money to access the BRO money for the project. Jim Ruse will make contact with some other counties to see if funds are available to trade. He will also contact Jackie Spainhower, MoDOT, to get Daviess County’s current Soft Match Fund and BRO Bridge Fund balances.

The commission spoke with Jim Harrington, Jamesport Township resident, by phone regarding a missing culvert issue with BRO 031(36) and (37). The commissioners will check with the engineers to see if something was missed on the construction project.  Wayne Uthe will make that call.

Wayne Uthe advised the commission he had replaced a breaker in the main breaker box for the court room air conditioning. He also advised that the third floor circuit court office air conditioning is freezing up. Ronetta Burton will call a repairman to have it checked.

Jim Ruse signed an updated authorization document for Empower Retirement services.

The commission postponed work on the personnel manual until next week when David Cox can be present.

In the afternoon the commissioners viewed roads, culverts and bridges in Jamesport, Sheridan, Jefferson and Benton Townships.

Circuit Court

Cases bound over from the associate division: State vs. Jack Lee Harris, Overland Park, KS, possession of controlled substance, D felony, unlawful possession of illegal weapon, D felony, DWI persistent, E felony, driving while revoked, E felony, and D misdemeanors of possession of marijuana and drug paraphernalia.

A dissolution of marriage was granted to Brian L. Walker from Kelly M. Walker on Oct. 3, by Judge Brent Elliott.

Associate Division

James G. Crockett was charged Oct. 2 with non-support, E felony.

Defendants found guilty in the Associate Division of the Circuit Court of Daviess County are listed below with the offense and fine assessed. Additionally, court costs collected for the State of Missouri amount to $68.50 for moving traffic violations and $116.50 in most criminal cases. Judge Daren L. Adkins presided over the following cases:

Blain D. Elder, Jamesport, animal neglect, suspended imposition of sentence, two years probation, 30 hours community service.

Apollo L. Brown, Cameron, no valid license, 9 days jail; stealing, 9 days jail; trespassing,  $150.

Jeremy K. Sutton, Jamesport, passing bad checks, $25.

Civil Court

Suits on account: Capital One Bank vs. Stephanie Johnson, change of venue granted. A consent judgment was entered for Harrison County Community Hospital and against Devan M. Linthicum.

Limit driving privileges: Daryn Gibson vs. Director of Revenue, change of venue granted.

Municipal Court

Defendants found guilty in the municipal court of Daviess County are listed below with the offense and fine assessed. Additionally, court costs are $32.50 for Gallatin and $30.50 for Jamesport and Pattonsburg. Judge Daren Adkins presided over the following cases on Oct. 1.

City of Gallatin: Ashley M. Byers was fined $167.50 for equipment violation. Desra Renea Lynch was fined $200 for equipment violation. Alan Charles Driever, Kristi Dawn Weldon, Logan Joe Hanson, and Donette Eddy were each fined $42.50 for speeding. Kevin Wade Caldwell was fined $54.50 for failure to stop at stop sign. Frances Alicia Medeiros was fined $7.50 for animal at large.

City of Jamesport: L.E. Bryan and Cathy Brown were each fined $200, suspended, and placed on one year probation for nuisance violations.

City of Pattonsburg: Ryan L. Thurman and Angela Sue Thurman were each fined $5 on two counts of nuisance violation and one count of failure to obey lawful order.

Assessor’s Office

2019 is a reassessment year and that means that the assessor’s office will be in the field, reviewing property and picking up new construction. So far in the review process, the property valuations have decreased, unless there has been new construction. Representatives from the assessor’s office will be in the field until this process is complete and until all new construction has been added. This week, representatives from the assessor’s office will in the field in Union, Sheridan and Colfax Townships, reviewing and picking up new construction.
