County Clerk

Absentee ballots for the Nov. 6 General Election are now available at the Daviess County Clerk’s office on the second floor of the courthouse and will be available through 5 p.m. Monday, Nov. 5. See additional information in ad elsewhere in this issue.

County Commission

David Roll, emergency management director, met with the commission to discuss upcoming budgets for the new year. David also discussed available signage the county might have in case of emergencies. The LEPC meeting has been postponed until Nov. 7 at 12 p.m. at the Subway meeting room.

Zach Rucker, American Ridge Insurance, met with the commission to discuss what insurance options are available with his companies.

Chip Winger and David Allen, Sheridan Township, met with the commission to ask about the process to file a remonstrance to a close road petition. They also discussed the process of getting brush cleared from the road right-of-way, and whether the commission would be following the new amendment passed as HB 1646.  They will be. Also discussed was the process of how to reopen an abandoned road. The township presented a letter to the commission stating their objection to the closing of a road.

A Lincoln Township resident talked by phone to the commission about having the county mow road banks and remove brush from road right-of-ways. The commissioners will look at the road in question next week.

The commission left a message by phone with Jeff Hower, Daviess County Special Road District, regarding their 2017 financial statement.

Walt Schley, Missouri Military Order of the Purple Heart, inquired by email of the commission to see if they were interested in Daviess County becoming a Purple Heart County. The issue was tabled until next week.

Pam Howard, circuit clerk, sent a note to the commission inquiring about a cleaning issue. The issue was tabled until next week.

Howe & Co presented final documents for BRO 031(36) and BRO 031(37) for signatures. They also presented Invoices 18 and 19 for BRO 031(37) and Invoice 19 for BRO 037(36) for signatures and payment. Mr. Ruse will sign them this week.

Warren County inquired by email as to whether Daviess County had any ordinance regarding panhandling.  Daviess County does not.

Ronetta Burton, county clerk, updated the commission on the ongoing phone project. They reviewed an offer of settlement sent to Kansas Communications by Ivan Schraeder, attorney. The county is still waiting on Windstream to complete their part of the new phone system.

Wayne Uthe made a motion to pay the budgeted amount of $4,000 as a donation to Children’s Mercy Hospital. David Cox seconded; motion passed.

Sally Black, assessor, presented a letter of request to the commission for permission to handle computer settings within her office herself. Her request was approved.

Jane McKinsey, recorder, advised the commission by letter that she had submitted the Statutory County Recorder’s Fund reimbursement request for 2018 in the amount of $49,540. The funds should be received by the treasurer soon.

Ronetta Burton presented the commission paperwork to transfer account privileges for Empower Retirement accounts from Vicki Corwin and Randy Sims to Ronetta Burton and Jim Ruse. The issue was continued until next week.

John Gorman, JG Painting, presented the commission with a bid to clean and paint the courthouse clock tower for $5,800. Mr. Gorman also presented his liability insurance documents. Wayne Uthe made a motion to accept the offer. David Cox seconded; motion passed. A down payment of $1,800 was requested and approved for next week.

Updating the Personnel Manual was postponed until next meeting.

James Lewis, bridge supervisor, reported that his crew will be replacing boards on bridges in Lincoln, Benton and Grand River Townships this week.

Bills were approved. Minutes from the last meeting were approved.

Ronetta Burton, County Clerk, informed the Commission that the FHWA training she was to check on last week turned out not to be appropriate for county employees.
