Public Works Director Mark Morey is still trying to get the new water plant dialed in. Morey explained to the Gallatin Board of Aldermen that the plant is producing water but Ross Construction is still having issues replacing a valve on filter #2.
Morey also noted at the July 11 meeting that the floor in the water plant lab still needs to be sealed and will be running on one clarifier this week due to painting and additional upgrades. The plant is still making quality water and the hardness is approximately half of what it was previous to the new plant. The new plant is producing approximately 320,000 gallons of water per day.
The big clarifier at the wastewater plant is not working and crews are trying to figure out the cause. Discussion was held on maintenance concerns with People Service at the wastewater plant.
Street crews are continuing to patch pot holes. The board was pleased with the chip seal project on South Prospect.
The remaining windows at the cupola building have been boarded up and painted.
Morey provided a LED security light quote for 45 lights at $5,422.50. The board approved buying the lights and to transfer Capital Improvement Sales Tax money for the purchase.
Police Chief Mark Richards submitted a report on activity for July 11, which included: one dog at large; one welfare check; three child custody disputes; one property damage; one animal problem; one peace disturbance; four thefts; and one domestic disturbance.
The Police Department had no issues over the July 4 holiday. There seemed to be fewer fireworks than usual this year. They also had no issues during the livestock show that took place this past week.
The board reviewed a list of 14 potential condemnable properties.
There is one dog in the pound.
The June Transaction Report was approved.
Bills in the amount of $124,523.03 were approved for payment.
The board reviewed the Semi-Annual 2018 Financial Review. City Clerk Hattie Bailey is still waiting on confirmation of the outstanding USDA sewer and water bond amounts. The board will finish review at the next meeting.
Eichler’s bookkeeping for May 2018 was reviewed.
Snyder Invoice 112.0059.11-33 was approved in the amount of $15,645.18.
An ordinance was approved to establish a procedure to disclose potential conflicts of interest and substantial interests for certain municipal officials.
Discussion was held on the benefits of rescinding the park property tax and approving a park sales tax. If it was approved the park board would be replaced with an advisory park board that wouldn’t have to meet the monthly meeting quorum requirement.
Alderman Steve Evans led a discussion on the budget concerning the USDA funds deposited and expensed in 2018 for the new water plant.
The board entered into closed session and then re-entered open session. The board adjourned at 8:40 p.m.
