Absentee voting for the Aug. 7 Primary Election is now available in the County Clerk’s Office and will continue through 5 p.m. on Monday, Aug. 6, 2018, during normal business hours, and will be available on Saturday, Aug. 4 from 8 a.m. to noon. Ballots may be obtained by mail by calling the office at 660-663-2641 during regular office hours.
In accordance with election law, no ballots may be mailed out after 5 p.m. on Wednesday, Aug. 1, unless a voter is hospitalized after that time, in which case a deputized absentee team may deliver a ballot to the hospital.
Deadline to register to vote for this election is 5 p.m. Wednesday, July 11.
Please note: If you will be 18 years of age on or before Aug. 7, 2018, you must still register to vote by July 11 in order to be eligible to vote in August Primary election.
County Commission
James Lewis, bridge supervisor, met with the commission and reported his crew will be working this week in Jackson, Grand River, and Jamesport Townships replacing boards on bridges.
Elizabeth Plotner, library director, met with the commission to update them with information on the open board position, and to present a letter of recommendation from the board. Commissioners discussed the four applications received, and forwarded them to the library board for consideration. The appointment was tabled until next week.
Bills and abatements were approved.
Sheriff Ben Becerra met with the commission regarding staffing issues.
The commission continues to work on updating the county personnel manual. The issue was continued to next week.
Assessor Sally Black met with the commission to discuss ongoing IT problems, upcoming BOE parcel issues, and continuing exempt parcel issues.
The second reading of a petition to close the first half mile of 175th Street north of Vista Avenue in Section 17, Range 28W and Township 58N (Sheridan) was read by the commission. No remonstrance was received. The third and final reading will be the first Wednesday in October.
Collector-Treasurer Pam McNeel notified the commission there would be a Clinton-Caldwell-Daviess County Property Assessed Clean Energy (PACE) informational meeting at the Cameron Community Center, on Sept. 19, 2018. They are trying to educate the public and public officials regarding the problems caused by this program.
Commissioners discussed the assessor’s request for funds for a pictometry project. The issue was tabled until October budget discussions.
The commissioners toured roads, bridges, and culverts in the afternoon in Jefferson and Jamesport Townships.

Circuit Court
Cases bound over from Associate Division: State vs. Tanisha Marie Oshia, Breckenridge, possession of controlled substance, D felony, DWI, B misdemeanor; State vs. Ray Thomas Williams, Davenport, IA, possession of controlled substance, D felony, careless and imprudent driving, A misdemeanor, operate motor vehicle knowing owner has not maintained financial responsibility, D misdemeanor.
Associate Division
In a change of venue from Caldwell County, judgment was entered for Discover Bank and against David Jacobs, Kidder, in the amount of $13,679.77 plus costs.
Clark Ramone Sly, Kansas City, was charged July 3 with driving while revoked, E felony and failed to drive on right half of roadway, C misdemeanor.
Jesse S. Vidal, St. Joseph, and Christopher W. Middaugh, Trenton, were each charged with non-support, E felony, on July 3.
Defendants found guilty in the Associate Division of the Circuit Court of Daviess County are listed below with the offense and fine assessed. Additionally, court costs collected for the State of Missouri amount to $68.50 for moving traffic violations and $116.50 in most criminal cases. Judge Daren L. Adkins presided over the following cases:
Gavin M. Vinson, Gallatin, possession of drug paraphernalia, $150.
Randall L. Walker, Gallatin, possession of drug paraphernalia (prior offender), two days jail, board bill paid by defendant.
Graham G. Oldfather, Wichita, KS, driving while intoxicated, suspended imposition of sentence, two years probation, 30 hours community service; speeding, $155.50.
Danny L. Welch, Chillicothe, nonsupport – probation violation, probation extended one year.
Alex D. Shelton, Gallatin, endangering welfare of a child, one year jail, suspended execution of sentence, two years probation, 30 days shock jail, 30 hours of community service.
Henry C. Hogan, Jameson, passing bad checks, $25.
