County Commission
Cheryl Alexander, health department administrator, met with commissioners regarding the Health Department lease, which expires on June 30, 2018. Wayne Uthe moved to renew the lease for 10 years for the Health Department. The new lease will expire on June 30, 2028. David Cox seconded; motion carried.
The commission was notified of the resignation of Vicki Corwin, Daviess County Clerk, effective Feb. 28, 2018.
James Lewis, road and bridge supervisor, met with commissioners. Crews have been hauling rip-rap and cutting brush in various places, and have completed the cleanup around Magill Bridge. Bills and abatements were approved.
All commissioners submitted their 2018 annual certificate of training from the County Commissioners Association of Missouri.
Dustin Warnick from Veneer discussed products and equipment that would be of benefit to the Daviess County Road and Bridge crew.
Commissioners viewed roads, culverts and brush in Union, Sheridan and Colfax Townships.

County Clerk
Tuesday, Feb. 27, is the opening day of candidate filing for any person interested in running for the following Daviess County offices: associate circuit judge, presiding commissioner, county clerk, circuit clerk, recorder of deeds, prosecuting attorney, committeeman and committeewoman.
Interested persons may file at the county clerk’s office on the second floor of the courthouse. The office opens at 8 a.m. To expedite this process, each filer should have a current voter I.D. card, filing fee receipt from his respective party, and form 5120 from the Department of Revenue. The last two items are not required for the committee person candidates.
Circuit Court
The following cases were heard by Judge Thomas Chapman on Feb. 14:
Jamie L. King, Jamesport, was sentenced to two years in the Department of Corrections on two separate charges of no valid license, one which occurred on Dec. 3, 2017, and one which occurred on Jan. 18, 2018. The sentences will run concurrently. He was also sentenced to two days jail with credit for time served for misdemeanor trespassing and 37 days jail with credit for time served for failure to drive on right half of roadway, resulting in accident.
Conrad Eugene Kaufman of Jamesport received a suspended imposition of sentence and five years probation on a charge of kidnapping, E felony. Kaufman forced his sister to go to Illinois with him in June 2017 to prevent her from marrying her fiancé.
Rain Cizek, Eau Claire, WI, had previously plead guilty to three charges on Jan. 10, 2018. For receiving stolen property, C felony, he was sentenced to seven years in the Department of Corrections, execution of sentence suspended, five years probation. For drug paraphernalia, he was sentenced to 120 days jail with credit for time served. For possession of marijuana, he received a suspended imposition of sentence and two years probation.
James G. Crockett, Altamont, was sentenced to four years for DWI, E felony, execution of sentence suspended, and received five years probation. For misdemeanor no valid license, he received a suspended imposition of sentence and two years probation.
Brittany A. Karstens, Gallatin, was sentenced to seven years in the Department of Corrections for felony unlawful possession of firearm, execution of sentence suspended, and five years probation. She was sentenced to 120 days in jail with credit for time served for misdemeanor drug paraphernalia.
A jury trial was set for July 25-26 for Susan S. Phelps, Cocoa, FL, on a charge of abuse or neglect of a child resulting in death, A felony.
William Donoven Reynolds, Gallatin, plead guilty to no valid license, E felony, and was sentenced to two years in the Department of Corrections. He was fined $30.50 for failure to register motor vehicle and $103.50 for no insurance.
Shannon M. Wright, Oak Grove, plead guilty to driving while revoked, E felony, and a sentence assessment report was ordered.
Sam L. Pak, Fort Bragg, NC, plead guilty in December to possession of controlled substance, D felony. He received a suspended imposition of sentence and five years probation. He was fined $500 for drug paraphernalia, and one misdemeanor charge of possession of marijuana was dismissed.
Amber N. Archer, Altamont, plead guilty to misdemeanor stealing and received a suspended imposition of sentence and two years probation. One count of felony forgery was dismissed.
A jury trial was set for June 8, 2018, for Brandon J. Hastings, Parsons, KS, who is charged with B felony stealing, E felony leaving the scene of an accident, misdemeanor speeding, stealing and failure to drive on right half of roadway.
A warrant with no bond was issued for Tyler Parker of Breckenridge for failure to appear for a probation hearing. He was charged with felony forgery in August 2015.
Malia J. McFarland, Independence, failed to appear for a probation hearing. A warrant was issued for her arrest with no bond. She was charged in April 2016 with felony burglary and possession of burglary tools.

Associate Division
A pool of jurors was called to serve in a jury trial which had been scheduled for Feb. 15 for Mark Anthony Negrete of Weslaco, TX, in the Associate Division of Daviess County Circuit Court.
The trial was canceled when the charges were dismissed just before the trial began. The charges were refiled later that same day as follows: DWI, prior offender, A misdemeanor; careless and imprudent driving, B misdemeanor; failed to keep proper motor carrier driver’s record, exceeded maximum driving time, B misdemeanor; operated motor carrier with defective equipment, B misdemeanor; driving with wanton disregard for safety, B misdemeanor.
Negrete was arrested during a traffic stop in July 2017 by the Highway Patrol at the Viking Truck Stop for DWI and other traffic offenses which were observed on I-35 and on the exit ramp at the 61 mile marker in Daviess County.
Civil Court
Breach of contract: Commerce Bank vs. Justin B. Hangley was dismissed by the parties.
