Charlie Zitnik with D.A. Davidson Company (financial advisors) led a discussion on refinancing the city’s electric bonds at 3.38% interest which would save the city $12,000. The Gallatin Board of Aldermen agreed to review the proposal at their Feb. 12 meeting. If agreed, Mr. Zitnik will work with Gilmore & Bell (attorneys) to present documentation to the city at a later date.

Police Chief Mark Richards submitted a report on activity with the following reports taken and tickets issued: 1 suspicious person, circumstance; 2 dogs at large; 2 welfare checks; 1 suicidal person; 1 burglary; 3 harassments; 1 assault, simple; 1 mental health/protective custody; 1 traffic accident with damage; 1 theft; 1 domestic disturbance; and 1 weapon offense.
City workers have insulated the walls at the city dog pound, cleaned, sealed and painted the floor, and repaired the heat. Crews still need to replace lights, connect water, and repair/install pens. There are no dogs in the pound at this time.
According to Public Works Director Mark Morey, city crews have been responding to several cold weather issues. Electric crews replaced a pole at the intersection of Grand and Olive. A guy pole will need to be set in Phil Tate’s yard to finish the project.
The house that was destroyed by a fire in November on Van Buren Street has additional water damage. A water line in the basement burst and filled the basement with water, which was running into the street.
Street crews worked minor snow events the past few weeks.
Filter media was installed in the new water plant. Chemicals will be delivered March 1 and start-up is expected March 15.
The Variable Frequency Drive (VFD) has to be replaced on well #2 which was discovered during the annual maintenance inspection by Utility Services.
The Transaction Report for January 2018 was approved.
Bills in the amount of $168,727.11 were approved for payment.
The January Financial Review was approved.
Ross Construction Pay App #12 in the amount of $349,973.89 was approved. Snyder Invoice 112.0059.11-29 in the amount of $15,756.66 was approved.
Administrator Tony Stonecypher is still waiting on an additional quote for purchasing a server. Mr. Stonecypher plans to attend the Community Foundation Breakfast.
John Gillum, CPA, will be present at city hall the first week in March to perform the 2017 audit.
Mr. Stonecypher will work with Robert Cowherd to draft an ordinance for Sexton Fees for the next meeting.
Discussion was held on a service line insurance policy that is available for residents.
Automated Clearinghouse (ACH) payroll is going live this week and ACH billing will go live at the end of this month.
