Tpr. M. Neely noted in his report that at about 8:52 p.m. on Sunday, Feb. 4, he attempted to conduct a traffic stop of a maroon 2008 Kia Sorento, traveling southbound on Interstate 35 in Daviess County. The Sorento was travelling 95 miles per hour in a 70 M.P.H. zone.

The vehicle fled and a pursuit ensued southbound on I-35.

Tire deflation devices were deployed by the Cameron Police Department and the Missouri State Highway Patrol at the 54 mile marker and the vehicle became disabled a short time later.

As Tpr. Neely approached the vehicle, he observed the driver, identified as Ida M. Lewis, 49, attempting to crawl from the driver’s seat to the rear passenger compartment of the vehicle.

Lewis, and a front seat passenger, Nyisha M. Robinson, 38, and two passengers in the back seat, Nyia S. Robinson, 40, and Mack J. Robinson, 59, were removed from the vehicle and placed in handcuffs at 9:06 p.m.

While at the vehicle, Trp. Neely observed numerous opened and unopened containers of alcoholic beverages, numerous packages of tools, vacuums, thermostats, faucets and other household items inside the vehicle.

Inside his patrol vehicle, Tpr. Neely observed Lewis’ eyes were glassy and bloodshot and he smelled a strong odor of an intoxicating beverage.

Lewis provided a sample of her breath into a Preliminary Breath Test, which showed presumptive positive results and over .08. Trp. Neely read Lewis an implied consent and she agreed to submit to chemical testing.

Computer checks showed Lewis’ Kansas driver’s license was revoked.

All parties were transported to the Cameron Police Department for further investigation.

Lewis was provided three attempts to give a breath sample; she failed to follow instructions on each test. She did not provide a complete sample.

An inventory of the vehicle revealed the household items, several of which were still wrapped with security devices, were from Home Depot stores in Joliet, Ill., and West Des Moines, Iowa.

Also located in the vehicle was a corner portion of a plastic bag which contained several white pills and several blue pills. The identity of the pills was unknown at the time, but they were believed to be controlled substances.

While processing Lewis, Tpr. Neely reports she became aggressive and argumentative. Lewis later began to increase her posture while clenching her fists.

Trp. Neely escorted Lewis to a temporary holding cell and while walking, she pulled away from him and raised her right arm with her hand balled into a fist as if to strike him.

Lewis was later secured in a holding cell.

Due to the uncooperative and aggressive demeanor of all parties, none of the subjects were fingerprinted or photographed.

The parties were later released to the custody of the Daviess DeKalb County Regional Jail.

Ida Mae Lewis, Nyisha Robinson, Nyia Robinson, and Mack Robinson were all charged with possession of a controlled substance and receiving stolen property. Both are D Felonies.

Lewis was also charged with resisting arrest, felony E; and the following misdemeanors —  assault in the fourth degree, DWI – Prior; exceeding posted speed limit; failing to drive within right lane, failing to signal, owner operating motor vehicle without maintaining financial responsibility, operating vehicle on highway without a valid license, first offense, and failing to have two lighted headlamps.
