Gallatin’s Mayor Barb Ballew would like to remind everyone the Gallatin Scare on the Square is this Saturday, Oct. 28. The board is going to help hand out candy at the city’s trunk or treat from 3-5 p.m. The police department will play music and show a movie.

Steve Guthrie with People Service led a discussion on the sewer plant during the meeting of the Gallatin Board of Aldermen held Oct. 23.

People Service has collected bids on replacing the windows and doors at the sewer plant lab. The aerator and digester have been painted. The maintenance operator’s schedule has been adjusted so testing occurs at 8 a.m. daily to collect accurate trend line data. Mr. Guthrie recommended the board consider covers for the clarifier. He also informed the board that the infiltration/inflow issue is the biggest issue with the sewer collection/treatment facility. People Service also plans to shift the load brackets down for the ultraviolet treatment panels. Mr. Guthrie assured the board their concerns have been heard and his job is to fix the client’s requests.

Police Chief Mark Richards submitted a report on activity for Oct. 23. There was: 1 sex offense; 1 runaway juvenile; 3 juvenile problems; 2 animal problems; 1 traffic accident with damage; 3 welfare checks; and 1 theft. There are no dogs in the pound.

The glow sticks have arrived for Halloween night. Police Chief Richards plans to distribute them on Oct. 31.

Public Works Director Mark Morey announced the items selling on the Purple Wave Auction will close on Wednesday. The street crew has finished sealing cracks on Prospect and they are almost done with Richardson Street. The water crew has been busy replacing meter pits. Morey has collected bids on milling a few city streets. However, the streets will need to be chip/sealed after the milling and weather conditions are no longer ideal. The board will consider the milling in the spring.

Bills in the amount of $19,559.09 were approved for payment.

Discussion was held on health insurance options for 2017-2018. The board decided to allow the employees to decide between two plans. One plan is a $2,000 deductible with optional employee paid dental and vision. The other plan is a $3,000 deductible with an employer paid Health Savings Account (HAS) contribution and optional employer paid dental and vision.

Discussion was held on the People Service Operation and Maintenance Report for September 2017.

Administrator Tony Stonecypher announced that if Friends of Gallatin purchases the bucket truck, the truck is subject to property tax. Stonecypher led a discussion on requirements for business licenses. The 2018 budget was discussed. The board requested the street transportation tax project amount be increased to $100,000 to be used for another street resurfacing project. Discussion was held on capital improvement projects for 2018. The board will revisit the budget discussion at the next meeting.
