James Lewis, road and bridge supervisor, discussed issues with a corrugated pipe in Union Township on 260th Street. A corrugated metal pipe on Vale Avenue in Colfax Township also needs work. Crews are working in Benton Township this week.

Commissioners approved a memorandum of understanding with the City of Jamesport that allows the county to include mowing charges as part of the annual property tax levy collected for the City of Jamesport for 2017 and 2018.

Tim Milbourn, Milbourn LLC, discussed roof repair for the courthouse.

Vicki Corwin, county clerk, discussed a change in RSMo 52.290, which increases the late payment penalty for county tax payers. The current penalty rate of 7% will increase to 9% as of Jan. 1, 2018. The increase will go to the County Employment Retirement Fund (CERF).

Pam McNeel, treasurer-collector, submitted her 2017 annual training certificate in accordance with 54.261 and 54.320.

Sally Black, assessor, submitted her 2017 annual training certificate in accordance with 53.255.  She discussed purchasing a counter for the office.

Commissioners set up chairs and tables for the meeting in Jamesport in the afternoon.

Commissioners will be attending the Northwest Commissioners meeting tomorrow at the Spillman Center in Jamesport. All courthouse employees have been asked to attend the noon meal.

Circuit Court

Before Judge Thomas Chapman on Sept. 20, Tyler L. Lynch plead guilty to two counts of possession of controlled substance, D felony. A sentence assessment report was ordered.

Associate Division

Ronald F. Osburn, Jamesport, was charged Sept. 20 with operating vehicle without valid license, third and subsequent offense, E felony.

Defendants found guilty in the Associate Division of the Circuit Court of Daviess County are listed below with the offense and fine assessed. Additionally, court costs collected for the State of Missouri amount to $68.50 for moving traffic violations and $116.50 in most criminal cases. Judge Daren L. Christopher S. Jackson, Grandview, non-support, suspended imposition of sentence, five years

probation.

Jeffery A. Sigloch, Bethany, received 6 months jail, suspended execution of sentence, and two years probation on each of three counts (two counts stealing and one count making false report).

Kristy Jo Dixon, Jamesport, speeding, $155.50; driving while revoked/suspended, $300.

Jacob P. McClane, Lathrop, resisting/interfering with arrest, 30 days jail.

Eli Sybesma, Cameron, probation violation on minor in possession of alcohol, probation revoked, $500.

Mitchell V. Briegel, Olathe, Kan., speeding, $155.50; driving while revoked amended to no valid license, $150.

Jeremy Lamb, Excelsior Springs, driving while intoxicated, 10 days jail, board bill paid by defendant; speeding, 2 days jail, board bill paid by defendant, $250; careless and imprudent driving, $80.50.

Refused Breathalyzer: Jeremy D. Lamb vs. Director of Revenue was dismissed by the parties.

Assessor’s Office

Assessor Sally Black and Diane McLey, clerk, will be attending the mandatory assessors conference from Oct. 2-5 at Lake Ozark. Upon their return they will be in the field looking at new construction for 2018.

Representatives from the State Tax Commission visited the office on Sept. 20 to review 60 random parcels, both commercial and residential, which were sampled in May. Forty-six of the 60 parcels are designated to be reviewed by the assessor.
