Superintendent Terry Mayfield gave a legislative update. Senate Bill 686 (SB 586)-places a 5% cap on the increase of the State Adequacy Target, which is a component of the foundation formula. Governor Nixon vetoed SB 586 but was overridden within 24 hours by the Senate and the House. Beginning July 1, 2016, there will be a 5% cap placed on the growth of the State Adequacy Target. This will only require an additional $150 million to be added to the foundation formula to consider it to be fully funded, while currently the formula is underfunded by about $450 million/year. On the bright side, since North Daviess is considered a hold harmless district, the school will not see any reduction in its formula payment.
Mr. Mayfield also provided budget updates: 2015-2016 – June will look at final budget and make amendments to close out the final 15-16 budget. 2016-2017 – June will present the proposed 16-17 budget for adoption.
