City Administrator Tony Stonecypher provided an update from the Cupola Building Committee to the Gallatin Board of Aldermen at their meeting on April 25.
The committee, appointed by Mayor Barb Ballew, is focusing on ideas to revitalize the property located on the northeast corner of the square. The committee requested clarification from the aldermen about its role. The aldermen’s response is as follows: to provide ideas/plans to preserve the building; to be a sounding board for the community’s interest in the building; and to collect any interest if the building can be marketed.
Those appointed to serve on the committee are Katie Chrisman, Clint Vanatta, Beth Plotner, James Wilson, Mark Hemry, Darryl Wilkinson, and city administrator Tony Stonecypher. Committee meetings to date have been at irregular intervals as roofing estimates and other information accumulates.
In other business at Monday’s meeting, discussion was held on the People Service Operation and Maintenance Report for March. People Service is interested in providing sewer collection maintenance services and will be providing the city with a bid.
Construction of the city’s new water plant is currently out for bid. There are a few bidders interested as well as suppliers.
Police Chief Mark Richards submitted a report on activity from April 10-23 with the following reports taken and tickets given: 8-Animal Control; 2-Alarms; 3-Funeral Escorts; 2-Peace Disturbance; 5-Vehicle Unlocks; 3-Juvenile Issues; 1-Domestic Disturbance; 4-Suspicious Person; 7-Codes Issue; 1-Identity Theft; 3-Assist Other Agencies. There is one dog in the pound.
Administrator Tony Stonecypher spoke on behalf of Public Works Director Mark Morey. Utility crews have been busy mowing the past few weeks. The city has not received a date for the street projects to begin, but utility crews have been measuring manhole risers on Mill and Clay. The tarp has been removed at the Gallatin City Pool and additional maintenance work will be done in the coming weeks.
Bills in the amount of $51,828.09 were approved for payment.
Alderman Steve Evans requested Mr. Stonecypher provide a mid-year review regarding the 2014 state audit recommendations, Capital Improvement Tax spending, and Transportation Tax spending.
Discussion was held on the sale of 10 possible cemetery plots for city employees who pass away while employed with the city. Administrator Stonecypher collected questions from the board and will provide a draft policy at the next meeting if available.
An ordinance was approved regarding sick time policy for the city.
Eichlers Tax Service completed a review of the city’s Feb. and March 2016 bank statements and monthly financial reports. The aldermen reviewed the detailed report from Eichlers.
City Auditor John Gillum and team will be at city hall Wednesday-Friday to complete the 2015 audit.
The board entered into closed session pursuant to RSMO 610.021 for the following purposes: to consider Legal actions, causes of action or litigation involving a public governmental body and any confidential or privileged communications between a public governmental body or its representatives and its attorneys; to consider the leasing, purchase or sale of real estate; and to consider the hiring, firing, disciplining or promoting of particular employees.
