The Daviess DeKalb Regional Jail accepted a bid for phone service during a meeting of the board held June 26. The board accepted the bid from Encartele for $60,000 for a three year contract. The company offered phone cards which would be available for the inmate population. Encartele guaranteed commissions, had no connection fees, and was compatible with the Jail Management System. Other bids were sought from Securus ($48,000 for three years), CitiTelecom (no bid), and IC Solutions (no bid).

Steve Grant, CPA, Hamilton, was the only bid to do the 2014 financial audit for the Daviess DeKalb Regional Jail for a fee of $4,000.

The jail is waiting for a list from Sheriff Mark Owen and Captain Joseph King from Platte County with a definition of what records can be destroyed and when. Captain King is also a licensed attorney who is familiar with record disposals. The jail will look toward him for guidance in disposing records. The jail has still not heard from him.

The Highway Patrol sent a letter stating that their present phone contract is not affordable for this circuit. They apologized for the delay and are in the process of changing carriers.

Administration sent a Letter of Intent to Joe Berra for the Jail Management System through the Missouri Association of Sheriffs. Berra will let the staff know when his company can start.

Ed Howard gave the financial report which was accepted by the board. Sales tax income for July was $95,234.75; Commissary grossed $17599.19; CD Account balance is $235,909.24; Sales Tax Account balance is $372,251.21; Operating Account balance is $26,821.17; Payroll Account balance is $12.44. For the first five months of 2015 Daviess County would have had to pay $205,480 for inmate housing and DeKalb County would have had to pay $333,720.

Training for CPR and First Aid will start Aug. 4 and 5.

Next meeting will be Aug. 28 at 10 a.m. in the training trailer.
