Public Works Director Mark Morey received official notice on the day of the meeting for the Gallatin Board of Aldermen, July 27, that Herzog Contracting Corporation had rescheduled the city’s Mill Street project for spring 2016 due to the weather and a lack of sand available from the plant. Herzog will hold the city’s $74/ton bid for the project. Discussion was held on other possible options including private contractors, doubling up the street budget for next year, and a possible lease purchase plan for several years for major street repairs. The discussion was tabled for the next council meeting.

City Administrator Tony Stonecypher met with a brick layer last week regarding the condition of the cupola building. The brick may not be in as bad a condition as originally thought. Mr. Stonecypher is out of the office until next Monday, but will provide more information upon his return. The city has not received the bid on the window replacement. It was decided that the roof and windows need to be repaired before winter. Mayor Ballew is still selecting individuals for the building committee.

The Police Department has been addressing several code violations. An inspection on the dog pound occurred on July 27. Fans will be added to the pound in order to keep the temperature at or below 90 degrees. A discussion was held regarding storm siren grants. The department is considering placing storm sirens at the park and school if grant money becomes available. The current grant that is available is 35% of the cost. One quote has been collected at $23,563.

Police Chief Mark Richards submitted a report on activity from July 14-27 with the following reports taken and tickets given: 1-Burglary, 2-Suspicious person, 12-Codes, 3- Suspicious Vehicles, 2-Animal Control, 4-Fireworks, 1-Civil Issue, 2- Escorts, 1-Fireworks, 4-Peace Disturbances.

There are five dogs in the pound. Walmart donated several bags of dog food to the pound this month.

Discussion was held regarding archery in city limits. The board approved letting the First Christian Church hold their adult supervised archery activities outside on the south side of the church building for 2015.

“Kids at Play” sign has been requested at West Richardson & Water.

A complaint was given for children playing in the street on East Mill.

Discussion was held on the condition of South Daviess and possible storm drain maintenance work needed.

A complaint was given regarding the condition of North Willow. Judy Elbert will be meeting with the county commissioners on Wednesday to discuss repairs needed due to the county bridge crew frequent usage of the street. Mark Morey will attend the meeting on behalf of the city.

Bills in the amount of $23,577.99 were approved for payment.

Discussion was held on Board of Adjustment. Mayor Ballew will select two individuals from the Planning and Zoning Commission as well as three additional individuals to serve on the board.

Joseph Billings gave a semi-annual park review. The July 4 event went well. The playground equipment is scheduled to be installed early August. The board is excited about the 4-H archery range that is being built at the park. Pond improvements are still occurring and headed in the right direction.

The 2014 Audit Review is still pending.

Discussion was held on the People Service report for June. A complaint regarding the weeds in the sewer plant area was given. A pump at the plant is currently being worked on. Reducing the amount of water going through the plant was discussed.

CD Rate Bids were given. BTC-182 days .40%. Farmers Bank of Northern Missouri-182 days .52%. Evans made a motion to reinvest three CDs for 182 days at .52% at Farmers Bank of Northern Missouri.

The condition of light poles and sidewalks around the square was discussed.

The board entered into closed session to consider legal actions, causes of action or litigation involving a public governmental body and any confidential or privileged communications between a public governmental body or its representatives and its attorneys.
