Four subjects ranging from 18-22 years of age were arrested by Cpl. J. Cross during a traffic stop on I-35 on around 10 p.m. on June 22. Cpl. Cross made the stop when the vehicle drove onto the right shoulder and onto the rumble strip several times on southbound I-35 at the 72-mile marker in Daviess County.

Upon contact with the driver, Hope Carrell, 20, of Kansas City, the trooper noted signs of intoxication. After poor performance on sobriety tests, Carrell was placed under arrest for driving while intoxicated. Her breath test indicated blood alcohol content of .183%.

Cpl. Cross then identified the three passengers as Isaac C. Clampit, 20, Trimble; Kiersten L. Mendiola, 22, and Nikolas A. Quasebarth, 18, both of Kansas City. He had the passengers exit the vehicle, and began a search. During the search he located marijuana and paraphernalia.

At that point he placed all three passengers under arrest for possession of drug paraphernalia. Mendiola became highly uncooperative by attempting to defecate in the patrol car. Her behavior continued at the Daviess-DeKalb Regional Jail with screaming, yelling, and attempts to break windows and phones. She also removed her pants. Clampit also became hostile at the jail and was yelling and calling the female jail personnel by derogatory names. Quasebarth had provided a false name, and his real identity was not discovered until confirmed at the jail. All four of the subjects were placed on 24-hour investigative hold.

Hope Carrell was charged with DWI, drug paraphernalia, and minor visibly intoxicated, all misdemeanors, with bond set at $1,000 cash. Kiersten Mendiola, 22, was charged with unlawful use of drug paraphernalia, and sexual misconduct, misdemeanors, with bond set at $3,000. Nikolas Quasebarth, 18, was charged with unlawful use of drug paraphernalia, with bond set at $2,000. Clampit, 20, was charged with unlawful use of drug paraphernalia and minor visibly intoxicated, both misdemeanors, with bond set at $2,500.
