An updated report on the two RV spots at the park was given to the Gallatin Board of Aldermen during their meeting held June 8. The park has passed a motion to charge $25 per day and a $200 budget for the initial set up of a collection box. The city and park will work together to write an ordinance outlining the rental fee, deposit of funds, reservations, and length of stay for the two RV spots.
Mayor Ballew requested an update on city streets and Public Works Director Mark Morey spoke on possibly contracting with the City of Trenton’s paving crew to repair city streets. Mr. Morey is meeting with the Trenton crew on Friday to review the streets and to collect pricing information and get quotes. Possible streets for repair include: Mill, East Grand, West Grand, Westwood, Davis, Water, Maple, and East Jackson.
The current status of the water plant was discussed. A new permit was needed for the project. The cost memorandum was sent out and the agencies have acknowledged they have received the information.
The purchase of a digger derrick truck is still pending due to financing options.
Police Chief Mark Richards submitted a report on activity from May 27 to June 8 with the following reports taken and tickets given: 2-Burglary; 1-Suspicious person; 3-Civil issue; 1-Well-being check; 3-Animal complaint; 1-Utility tampering; 1-Vehicle lock out; 1-Suicidal subject; 1-Water leak; 1-Assault; 1-Fire alarm. There are two dogs in the pound.
The police department reported they have worked several civil issues in the past few weeks including tall grass complaints. Several dogs have been transferred to another shelter including newborn puppies.
Mark Morey has been working with the Gallatin Sale Barn regarding sewer usage from their lagoon. Mr. Morey is quoting meters and other methods of tracking sewer usage.
City Administrator Tony Stonecypher has started an application process with MPUA and will contact another financing group as a secondary option.
An additional request was given to check the water drainage from the lumber yard into the library parking lot.
Discussion was held on the Transaction Report for May 2015.
Mr. Stonecypher will check into using a collection agency for non-sufficient funds. He will also look into possibilities of a part-time city treasurer for next year.
Discussion was held why the pool no longer accepts checks. It was requested that debit/credit card capabilities be looked into with Summit Municipal Accounting Solutions at City Hall. The electric reclosers are still being programmed.
Bills in the amount of $133,824.52 were approved for payment.
Discussion was held regarding employee clothing reimbursements and possibly using a uniform company. Mr. Stonecypher will be contacting the municipal league to confirm how the clothing reimbursements and/or uniform allowance should be processed.
Discussion was held whether the current bonding ordinance is needed since the city’s insurance policy covers bonding for all employees. It was decided Mr. Stonecypher will work with the city attorney to delete the appropriate chapter of the bonding ordinance.
The Financial Review was discussed.
It was mentioned to provide the bank notice of three to four days to bid on current CD rates.
The board accepted recommendations of Park Board appointments for Jon Thomas, Joseph Billings, and Jake Hogan Jr. with an ending term date of 6/1/2018.
Mr. Stonecypher provided examples of purchasing policies the council could use in deciding a formal process for the city. Stonecypher will use the recommendations from the council and prepare a policy for the council to review at the next meeting.
Stonecypher and Morey will be contacting the Gallatin R-5 School regarding a transformer needing to be purchased for the new construction of the middle school.
Mr. Stonecypher led a discussion for the possibility of City Clerk Hattie Bailey applying for a part-time position with another employer. Mrs. Bailiey is a full-time employee with the city and the work would be outside her regular office hours. Mr. Stonecypher stated if the job duties did not conflict with the city’s job requirements he was happy to accommodate.
The current policy for the sale of water was discussed.
Stonecypher recommended the City of Gallatin to participate in a Highway 6 tourist route.
Aldermen reviewed MPUA’s annual report that Stonecypher was given during the MPUA meeting last week.
Alderman Lockridge requested for the city to review a franchise agreement on natural gas, phone, cable, and trash.
Alderman Evans provided Mr. Morey with a ditch complaint from a resident on Olive Street.
During public comment, a concern was raised regarding the advertised July 11 movie in the park at the gazebo was going to conflict with the already scheduled Daviess County Livestock Show & BBQ at the park. Police Chief Richards stated the only appropriate location and source of power to hold the movies in the park would be the ball field in the outfield. City Administrator Stonecypher stated that the organizers may cancel the advertised movies in the park.
