Interim City Administrator Phil Tate reported on job applications that have been submitted for city administrator, city clerk and pool manager. Tentative plans are to keep open the administrator and clerk positions for 30 days followed by review and timeline for interviews. Pool Manager applications are due by Feb. 27.
Public Works Director Mark Morey submitted a list of future projects for each utility department, a water loss worksheet on the current plant, and a bid for electric circuit reclosers at the power plant substation. Bids were discussed but it is imperative to replace these reclosers due to age. This project was chosen to utilize the Capital Improvement tax for this year. He also submitted a bid of $12,500 to repair cracks and tile around the pool and presented a pool manager job description. Bid was taken under advisement.
Mr. Morey discussed the pre-bid meeting that took place for the new water plant project. The bid
meeting will take place on March 3. Several potential bidders were in attendance. The meeting was conducted by Snyder Engineering and several questions were answered and clarified.
He also discussed the MIRMA Insurance review that was conducted on Feb. 18 and the issues that have already been addressed from that review. It was advised that with attention to the Dockery Park recreational equipment and some minor matters in the police department that the review will be on par with other communities already with Missouri Intergovernmental Municipal Risk Program (MIRMA.) This is the city’s first year in MIRMA.
Mr. Morey informed the board that Mike Bradley received his Water Distribution License for the city and discussion was held on renewing the mini-excavator lease.
Mr. Morey submitted a report from People Service regarding the sewer plant operations.
Bills in the amount of $34,102.52 were approved for payment.
City Clerk Autumn Acree stated that the State Auditor’s office is back in City Hall this week to continue audit procedures.
Mr. Tate addressed several goals for the near future. He made the council aware that former Administrator Johnson has asked for a proposal from Goldkey on creating a city website. Other actions pending are starting the bid process for a city auditor for next year and bids for other city professional services. Looking toward spring, he suggested implementing a process to select streets for attention and paving that would include input from the public. Discussion was held on entrance sign at Hwy 6 and 13. Mr. Tate is also asking for Autumn Acree and Mark Morey to implement an internal calendar for administrative purposes as both an internal management tool and to be used in hiring and training new personnel.
Chief of Police Mark Richards submitted a report on activity from Feb. 9-23 with the following reports taken and tickets given: 2-Code violations; 1-Noise complaint; 2-Medical assists; 1-Theft report; 1-Wellness check; 1-Repossession; 1-Citizen assist; 1-Suspicious vehicle; 1-Stray animal; 1-Park bldg. check; 2-Domestic disturbances; 1-Warrant arrest; 1-Assist deputy; 1-Bar fight;
1-Civil dispute; 1-Funeral escort; 1-Out of control subject. There is one dog in the pound.
Chief Richards reported on a citizen inquiry of Feb. 9 and information discovered upon his further investigation. Follow up letter with report will be sent to citizen.
Marilyn Demke appeared before and the board regarding a proposed land rental lease. Discussion took place resulting in progress and potential agreement regarding the lease of the land upon which her business is located.
Public comments were also made regarding funeral proclamations, and the manner in which the city should recognize former city officials and community leaders. Discussion resulted in the matter being taken under advisement.
Public questions were raised about Westwood Hills Edition and responsibility for road maintenance. The question will be researched with return information to citizen inquiring.
Discussion was held on snow removal on Quartz Avenue.
Aldermen commented regarding a possible sidewalk removal and replacement program.
The board entered into closed session pursuant to legal actions and litigation, lease
purchase, real estate, and hiring, firing, disciplining or promoting employees.
The board discussed the Planning & Zoning Administrator in closed session.
Walker made a motion to appoint Mark Morey as Planning & Zoning Administrator for $2,000 a year.
Discussion was held about a mayoral committee being appointed to research options and develop a plan for the city acquired building on the north east corner of the square. (The cupola building.)
