Carroll was born July 26, 1924, in Albany, Mo., the son of Olen E. and Ruby Ethel (Spainhower) Parks. He graduated from Albany High School in 1942 and enlisted in the United States Army. He was a veteran of World War II, serving in Europe and fighting in the Battle of the Bulge. He then went on to attend the University of Missouri, graduating in 1951 with a degree in Agriculture. On Sept. 10, 1950, Carroll was united in marriage to Viva Jean Landes in Bethany. Carroll worked for the USDA Soil Conservation Service in Albany before relocating to Gallatin in 1956. Carroll retired in 1986, after 35 years of service. Following retirement, he worked part-time for the state soil and water district.
Carroll was very dedicated and active member of the Gallatin First Baptist Church, serving as a deacon, Sunday school superintendent, and singing in the choir. He was quite a handyman and could fix just about anything, and he enjoyed golfing, fishing, and gardening. Carroll loved spending time with his family and loved serving as a caregiver for his wife, Viva Jean.
Carroll was preceded in death by his parents, Olen and Ruby Parks, his beloved wife, Viva Jean Parks, and his brother, Beldon C. Parks.
Carroll is survived by his children, Randy Parks and wife Carol of Independence, Kathy Anderson and husband Lee of Bristol, Conn., Linda Parks of Ft. Wayne, Ind., Lori Critten and husband Robert of Everton, Mo., his brothers Dan Parks and wife Mary of Blue Springs, and Phillip Parks and wife Hazel of San Antonio, Texas, 9 grandchildren and 10 great-grandchildren.
