County Commission
The next commission meeting will be on Nov. 26, as the commissioners are attending the Missouri Association Conference on Nov. 24.
November 17, 2014
The road and bridge crew will be cutting brush beginning in Benton and proceeding to other townships in the county.
Bills were audited.
Chasity Anderson and Rod Cotton from Farmers Electric Co-op discussed legislative issues with commissioners. They also discussed new regulations and brush removal for Daviess County.
At 10 a.m. Daviess County, on behalf of the Daviess County PWSD #2, held a public hearing to discuss the past performance by the county in carrying out the 2011 Daviess County PWSD #2 and the connection to Livingston County PWSD #4.
David Cox moved for the county to absorb the $43.75 increase in health care costs for 2015 with Blue Cross Blue Shield. Carl Carder seconded.
Commissioners inspected Jamesport, Jefferson, Liberty, Union and Jackson Townships for brush issues and drainage issues, and delivered FEMA Declared Disaster from Sept 9-10, 2014, packets to the remaining townships.

November 12, 2014
The road and bridge crew will be placing bridge out signs on 185th Street over Dog Creek, 190th Street over Marrowbone in Sheridan Township, 330th Street in Lincoln Township and on 242nd Street in Washington Township. Crews will be making other bridge repairs around the county. Repair was completed on a bridge located in North Jackson on 290th Street north of Hwy 6 and it is now open to traffic.
Bills were audited.
Annie Gibson submitted her approved hours of certified annual training from the Missouri Office of Prosecution Services.
Ben Becerra discussed 2015 grants with commissioners.
Cheryl Alexander from Daviess County Health Department discussed placing a generator at the health department building. David Cox approved installation of a generator for the health department building. Carl Carder seconded. Motion carried.
Carl Carder moved to give Great Northwest Days $600. David Cox seconded. Motion carried.
Scott Stevens with MoDOT was notified by the county commission of a request to have a bridge in Sheridan Township, Waltz Avenue, section 24, inspected and placed on the bridge inventory with noted repairs by the county.
Commissioners inspected Benton and Liberty Township for brush and bridge issues.
On Nov. 14, the commissioners will attend a meeting in Bethany for the State Public Assistance.

Circuit Court
The following cases were heard by Judge Thomas Chapman on Nov. 12:
Aaron G. Pycior plead guilty to class D felony property damage and was sentenced to four years in the Department of Corrections on a change of venue from Caldwell County. The Caldwell County sentence will run consecutively to sentencing for Daviess County charges.
On Daviess County charges, Pycior was sentenced to four years for felony tampering with motor vehicle and resisting arrest, sentences to run concurrently to each other but consecutively to other sentences, and four years for felony unlawful possession of firearm and possession of controlled substance, sentences to run concurrently to each other but consecutively to other sentences. Altogether, he was sentenced to 12 years in the Department of Corrections.
One Caldwell County count of burglary and four misdemeanor counts of receiving stolen property were dismissed. In Daviess County he was fined for misdemeanor speeding, no valid license, and drug paraphernalia. One Daviess County charge of failure to yield to emergency vehicle was dismissed.
Rachael R. Dolan plead guilty to possession of controlled substance at jail, class C felony, and drug paraphernalia, class A misdemeanor. A sentence assessment report was ordered.
Kelly Jo Beeler had plead guilty Oct. 8 to endangering welfare of a child, class B felony. She was sentenced to 15 years in the Department of Corrections, and the court retained jurisdiction for 120-day callback and ordered institutional treatment. On a class C felony charge of possession of controlled substance, she was sentenced to seven years in the Department of Corrections, to run concurrently to the other felony. On two misdemeanor charges, possession of marijuana and paraphernalia, she received 150 days jail with credit for time served, to run concurrently.
Edgar Hernandez had plead guilty to eight charges on Oct. 8. He was sentenced to 5 years in the Department of Corrections for tampering with motor vehicle and two years for resisting arrest, sentences to be served concurrently. On misdemeanor charges of no valid license, careless and imprudent, assault third degree, and paraphernalia, he was sentenced to 150 days jail, concurrent, credit for time served. He was sentenced to 15 days jail for failure to drive in right lane, and fined for a seat belt infraction.
A change of venue to Livingston County was granted to Ashley M. Huff on misdemeanor charges of domestic assault, assault of law enforcement officer, property damage and resisting arrest.
Jared Zerbe failed to appear for arraignment on charges of domestic assault and assault, class B felonies, and property damage, class D felony. A warrant was issued with bond set at $65,000.
Justin J. Rainey received a suspended imposition of sentence for burglary, class C felony, with the special condition of serving 120 days shock time in the Department of Corrections, to receive institutional treatment. Upon completion of the treatment program, he will serve five years probation. He also received a suspended imposition of sentence on a separate charge of possession of controlled substance, with the same requirement of serving 120 days in institutional treatment at the Department of Corrections, and five years probation.
Dawn Riggle was fined $250 and sentenced to 10 days jail with credit for time served for no valid license, amended from a class D felony to class A misdemeanor. One count of speeding was dismissed.
Probation was continued for Henry Lee Chester with the special condition of serving 15 days shock time with credit for time served on a charge of resisting arrest, class A misdemeanor.
Civil cases filed: The State of Missouri ex rel Director of Revenue filed a certificate of lien, DOR, taxes, against Mark A. Smith, Pattonsburg.
Associate Division
Patricia J. Chipps, Trenton, was charged Nov. 17 with two counts of passing bad checks, class C felony.
Traffic Fines
Speeding: Ashley Hutchings, Kansas City, $30.50.
Speeding amended to defective equipment: Belinda K Dolt, Lawson, $141.50.
No insurance: Tabetha Mantlo, Lathrop, $104.50.
Defendants who reside outside the state of Missouri were fined $754.50 for 9 cases.
Civil Court
Suits on account: Default judgments were entered for Midwestern Health Management and against Steven R. Marcott et al; and for the New Liberty Hospital and against Shelly K. Martin et al. A retirement reception for Daviess County Recorder Georgia Maxwell will be held from 2-4 p.m. on Wednesday, Dec. 17 at the Daviess County courthouse, to honor her for 24 years of service to the citizens of Daviess County.
