County Commission

October 20, 2014

The road and bridge crew continues to assess and repair county roads due to the storm rain damage. Crews will be working in Sheridan Township fixing two bridges on 290th Street, in Salem Township, in North Jackson Township and in Jamesport Township.

Bills were audited.

Carl Carder, Second District Commissioner, attended the Jamesport/Daviess County Road Safety Assessment on Oct. 17.

Bob Burnett had a discussion with the commissioners regarding historic bridges. Forms are completed and DNR responds back confirming a historic bridge. Bob agreed to summarize the procedures that occur previous to replacing a bridge.

David Allen discussed brush removal with the commissioners in several places in the county.

Tamera Arnold discussed with the commissioners a tube for entrance on a property on Elm Street in Union Township.

Commissioners met with David Michael and Gerald Souders regarding road issues.

In the afternoon the commissioners toured Benton, Washington, Marion, Sheridan, Jamesport, and Colfax Townships inspecting bridges, tubes, and drainage issues from fields.

David Cox made a motion to accept the estimate and authorize repairs to the courthouse heating system from Foster Heating and Air Conditioning. Carl Carder seconded. Motion passed.

The Nov. 10 commissioners meeting will be changed to Wednesday, Nov. 12.

October 15, 2014

Assessor Betty Harmison filed her 2014 Missouri State Assessors Association training certificate.

Bills were audited.

Judy Elbert discussed planting a tree on the courthouse square, “Christmas Around the Square,” and use of the courthouse for this event.

The road and bridge crew have finished installing tubes on Abbey Road. Crews are hauling riprap on Oval Avenue in Jamesport Township.

Ron Urton with Howe Company discussed soft match items which include flood plan development permits and asbestos inspection. DNR requests a notification of at least 10 days before any demolition of a bridge in the county.

Roger Wilson and Larry Thompson discussed gravel placement on a road in Sheridan Township. He was granted an additional 30-day extension for brush removal due to inclement weather.

Commissioners met with Bob Burnett from Snyder & Associates, signed BRO-B031(33) and BRO-B031(34) invoices and inspected the bridge over Sampson Creek in Benton Township. Commissioners inspected brush in Jefferson Township.

Circuit Court

Civil cases filed: The State of Missouri, ex rel, filed certificates of lien, DOR, taxes, against Paul D. Byler, Jamesport; Johnnie B. Rogers, Cameron; and Mark A. Smith, Pattonsburg.

Associate Division

Defendants found guilty in the Associate Division of the Circuit Court of Daviess County are listed below with the offense and fine assessed. Additionally, court costs collected for the State of Missouri amount to $68.50 for moving traffic violations, and $116.50 in most criminal cases. Judge Daren L. Adkins presided over the following cases.

Kenneth J. Pate, Galt, unlawful possession of a firearm, class C felony, three years Department of Corrections.Jonathan Peterie, Chula, possession of drug paraphernalia – prior offender, 5 days jail; possession of marijuana – prior offender, 10 days jail; no seat belt, $10.

Robert L. Johnstone, Trenton, possession of drug paraphernalia – prior offender, 5 days jail, $25; possession of marijuana – prior offender, 5 days jail, $25.

Michael C. Anderson, Foutain Hills, AZ, speeding $155.50; possession of marijuana, 2 days jail (board bill paid by defendant); possession of drug paraphernalia, $150.

Michael S. Fleming, Olathe, Kan., driving while intoxicated – prior offender, 50 days jail, $25; operating motor vehicle without a valid license, $300.

Jessie Ingraham, Trenton, possession of marijuana – prior offender, 6 days jail, $25; possession of drug paraphernalia – prior offender, 2 days jail.

Elizabeth W. Signorile, Omaha, Neb., assault of law enforcement officer, 180 days jail, $25; possession of drug paraphernalia, 30 days jail.

Kevin P. Caldwell, Stickney, Ill., possession of drug paraphernalia – prior offender, 2 days jail (board bill paid by defendant); speeding $80.50.

Jonathan H. Felkins, Excelsior Springs, possession of marijuana, 2 days jail (board bill paid by defendant); no seat belt $10; possession of paraphernalia $150.

Traffic Fines

The following are traffic cases which were heard in the Circuit Court of Daviess County involving a plea of guilty without contest and payment by mail of the standard fines plus court costs. The total fines assessed for defendants who reside outside of Missouri was $1,288.00 for 13 cases. Total fines assessed for defendants who reside in Missouri was $1,309.00 for 10 cases. Court costs collected for the State of Missouri amount to $58.50 for moving traffic violations. Missouri defendants, offenses and fines are listed below:
