North Daviess School District requested use of the commissioners’ room for a school project. Commissioners approved use of room.

Randy Sims, presiding commissioner, David Cox, first district commissioner, and Carl Carder, second district commissioner, filed certificates of training for County Commissioners Association of Missouri.

Betty Harmison, assessor, met with commissioners regarding the GIS system and bids received for the system. Commissioners would like to meet with the company the assessor recommends.

Mary Diane Forsythe Porter met with commissioners concerning Daviess County history.

Shannon Howe from Benton & Associates met with commissioners to review BRO soft match funding.

Bills were audited. These are the unapproved minutes of Feb. 19, 2014. All commissioners were in attendance.

Circuit Court

Before Judge Thomas Chapman on Feb. 19, the following cases were heard: Probation was revoked for William R. Koontz on a class D felony charge of no valid license. His two-year sentence was ordered executed.

Jennifer N. Smith plead guilty to two Daviess County felony charges of forgery and to two Caldwell County felony charges of forgery. A sentence assessment report was ordered.

Carolyn C. Stark plead guilty to possession of controlled substance, class C felony, and a sentence assessment report was ordered.

Jeffrey J. Brookshier has previously plead guilty to no valid license, class D felony, and was sentenced to two years in the Department of Corrections.

Elizabeth Lee was sentenced on two misdemeanor counts of receiving stolen property, amended from felonies. She was sentenced to 364 days in the county jail on the first count, execution of sentence suspended. She received two year probation. On the second count, she received a suspended imposition of sentence, two years probation and 20 days shock time with credit for time served.

Hugo L. Roca plead guilty to two counts of class C felony forgery and was sentenced to three years in the Department of Corrections on each count, sentences to run concurrently. A third forgery charge was dismissed.

Marvin L. Archer plead guilty to the class C felony of passing bad checks, and a sentence assessment report was ordered.

Probation was revoked for Charles J. Heffner for failure to register as a sex offender, class D felony. The previously imposed sentence of four years in the Department of Corrections was executed.

Tobie C. Smith plead guilty to possession of controlled substance, class C felony, possession of marijuana, and possession of paraphernalia, misdemeanors. A sentence assessment report was ordered.

Tyler M. Hovey failed to appear for a payment review hearing on a misdemeanor trespassing charge. A warrant was issued for his arrest.

A dissolution of marriage was granted to Dianna L. Meyer from Ray L. Meyer.

Before Judge J. Bartley Spear on Feb. 20, Christopher T. Martin plead guilty to possession of marijuana and drug paraphernalia. He was sentenced to two days jail on the first count and fined $500 on the second.

Criminal cases filed: State vs. Michael Ernest Oleson, Chillicothe, change of venue from Livingston County, distributing controlled substance near schools, class A felony; State vs. Donnie J. Clemmons, Bethany, five class C felony counts of passing bad checks.

Civil cases filed: Tommy R. Hogan, Gallatin vs. Amanda K. Hogan, dissolution of marriage. Certificates of lien, DOR, taxes, have been filed by the State of Missouri, DOR, against Mark A. Smith, Pattonsburg, Jonas Kurtz, Jamesport, and Johnnie Rogers, Cameron.

Two dissolutions of marriage have been dismissed. April A. Rainey vs. David L. Rainey was dismissed by parties on Feb. 21. Karla M. Wilkerson vs. Scot Wilkerson was dismissed by court without prejudice on Feb. 18.

In Harry S. Olsen vs. State of Missouri, a motion for post conviction relief was dismissed by the court with prejudice.

Associate Division

Rachael R. Dolan, Mosby, was charged Feb. 21 with delivery or possession of a controlled substance at a county jail, class C felony, and delivery or possession of item at county jail which prisoner is prohibited from receiving, class A misdemeanor. According to the probable cause report, Dolan was found to be in possession of amphetamines during her booking at DDCRJ.

Civil Court

Suits on account: A consent judgment was entered for Midwestern Health Management Inc. and against Brad E. Wortman.

Small Claims: Nalle’s Feed and Grain LLC vs. Felecia Campfield was dismissed by the parties. Nalle’s Feed and Grain, LLC vs. Richard Meek was dismissed by the parties.
