A Kidder man, Lucas Harpster, has been identified as the person who sold four stolen industrial batteries to Underdog Salvage in Cameron on June 16. The batteries had been stolen from a construction site on Missouri Route J in Daviess County. During a consent search of Harpster’s Impala, burglary tools, marijuana and paraphernalia were found, as well as a laptop, CB radio and battery cable ends.

Harpster, 21, was arrested on June 19, and has been charged with two counts of theft, possession of burglary tools, misdemeanor possession of marijuana and drug paraphernalia. He is being held on $40,000 bond.

According to probable cause reports, Harpster confessed on June 21 to stealing batteries from three locations in Daviess County: six batteries on June 5 from State Highway J & Highway D, two batteries near State Highway BB about June 6, and four batteries from Clarkson Construction located at a bridge construction site on High J on June 14. Bob Anthony of Clarkson Construction had reported the missing batteries on June 19.

The sheriff’s office responded to a call from Doris Cameron of Pattonsburg on June 23. She reported that a white male had come to her house saying that his vehicle was hanging off of a cliff. When Mrs. Cameron told the subject that help was coming, he handed Paul Cameron a plastic bag containing a white powder.é on June 13, which is the same day that items were also stolen from a vehicle belonging to a co-worker, Duffy Coin.

Upon arrival, Deputy Tyler Miller found Joshua Serier at the intersection of Bean Avenue and 125th St. Serier said he had crashed his rental car. Deputy Miller took Serier to the accident near the intersection of Bean Avenue and 140th St, where he found a silver vehicle hanging over the edge of an embankment into a bean field. The deputy observed drug paraphernalia at the site.

When Deputy Miller attempted to place Serier in custody, the subject became agitated. After several warnings, the deputy deployed his taser, after which the subject complied with the deputy and was placed in handcuffs. A field test of the white powder which Serier gave to Cameron tested positive for methamphetamine.

Serier, 30, of Champlin, Minn., was charged with possession of controlled substance, resisting arrest, possession of marijuana and two counts of drug paraphernalia. He is being held on $50,000 bond.

Kathryn Johannes, 48, Inver Grove Heights, Minn., was arrested June 19 for misdemeanor DWI, and careless and imprudent driving involving an accident. She posted $5,000 bond.

Stacy Eason, 45, Springfield, was charged June 25 with failure to appear on a misdemeanor charged of no valid license and is being held on $1,200 bond.

William Helm, 36, Chillicothe, was arrested June 20 for probation violations on an original charge of felony non-support. He is being held on $25,000 bond.

Roger Dale Hess reported a burglary on June 19. He returned to his home on 185th Street, Altamont, to find that someone had entered through a south window. Missing were a crossbow, firearms and other miscellaneous items with a total value of $3,640. Surveillance cameras will be viewed for possible leads.

Melissa Karl reported the theft of a camcorder and a pair of sunglasses from her car which had been parked behind the Pattonsburg Caf

County Commission

The commission and James Lewis, bridge supervisor, met with the Caldwell County Commission and Jeff Campbell, bridge supervisor, regarding the rehabilitation of bridge number 220001.2, a jointly owned bridge on Zane Avenue. The Caldwell County Commission has obtained the BEAP study and the steel bids. Both crews will work together on construction to begin in August. A mutual funding agreement will be drawn to share costs on four bridges on the county line. Brush control will be the responsibility of each respective county.

James Lewis, supervisor, reported that they will install a tube in Union Township and make repairs around the county as needed. They will also do some repair work at the storage facility.

Bills were audited and paid.

Ben Becerra, sheriff, met with the commission regarding equipment, the ventilation at the storage facility and a road dispute.

Craig Wooldridge, Sheridan Township landowner, met with the commission concerning the possibility of vacating a road in that township. He was given the form for vacation of a public road for signatures of landowners.

Pam Howard, circuit clerk, met with the commission reporting that the painting of the circuit courtroom has been completed.

The Central Dispatch Board reported that Kate Chrisman, Larry Huskey and Daniel Wilson have been appointed to fill vacancies on that board following the April election.

At 11 a.m., the commission met with the Local Emergency Planning Commission.

Lance Rains, Green Hills Regional Planning Commission, updated the commission on the progress of the PWSD #2 improvements and grant.

The commission met with a landowner in Jefferson Township regarding brush removal and improvements made in order to reopen a road in section 22.

Circuit Court

The following cases were heard by Judge Thomas Chapman on June 20:

A wrongful death suit by Lawrence et al against Vikings USA et al was dismissed without prejudice on June 20. Costs were taxed to the plaintiff. There had been a jury trial scheduled for July 27-29.

David Duane Karstens had previously plead guilty on April 11 and was sentenced to nine years for DWI, alcohol, chronic offender, and four years for operating vehicle without valid license, third and subsequent offense, sentences to be served concurrently.

The following cases were heard by Judge Jason Kanoy on June 22:

Mercedes R.S. Sappington plead guilty to operating vehicle while license revoked and was sentenced to 30 days in the county jail with credit for time served.

Julynn M. Aiken plead guilty to operating vehicle without valid license. She was sentenced to 180 days in the county jail, execution of sentence suspended. She was placed on two years probation.

Cases bound over from the Associate Division to the Circuit Court: State vs. Ronnie G. Smith, Altamont, theft, class C felony; State vs. Loretta Gaye Norton, Winston, felony endangering welfare of child first degree and misdemeanor supplying liquor to a minor; State vs. Virgil W. Marelino Del-Angel was charged June 22 with DWI, alcohol, chronic offender, class B felony, no valid license, misdemeanor, and endangering welfare of a child, second degree, class A misdemeanor.

The following are traffic cases which were heard in the Circuit Court of Daviess County involving a plea of guilty without contest and payment by mail of the standard fine plus court costs. The total fines assessed for defendants who reside outside of Missouri were $475 for 10 cases. Total fines assessed for defendants who reside in Missouri were $1,392 for 24 cases.
