Catherine M. Negus, 50, Blue Springs, was arrested May 13 one mile east of Altamont on Highway 6, after sideswiping a Subaru Legacy near the 58 mile marker on northbound I-35. Negus did not stop at the scene of the accident to exchange information for an accident report. The owners of the Subaru, Mr. and Mrs. Thomas Wagenknecht, followed Negus until she was intercepted on Highway 6 by Daviess County Deputy Todd Watson.

The back wraparound bumper on the Subaru was destroyed, and damage on the driver’s side of Negus’s vehicle was also evident. When asked, Mrs. Negus had no knowledge of being involved in an accident.

During a search of Negus’s vehicle, marijuana and paraphernalia were found, as well as some purple capsules containing a white powder substance. Negus said she did not know what they were but that she was transporting them to a friend in Gallatin, whom she refused to identify. She was found to have a prior conviction for possession of controlled substance in 1987.

She has been charged with possession of controlled substance with intent to distribute, class B felony, leaving scene of accident, class D felony, possession of marijuana, class A misdemeanor, unlawful use of drug paraphernalia, class A misdemeanor, DWI drug intoxication, class B misdemeanor, and driving while revoked, misdemeanor. She is being held on $65,000 bond.

Fredy Vega, 36, McFall, was arrested May 11 for misdemeanor DWI and no valid license. Vega also has an immigration detainer. Bond was denied.

County Commission

James Lewis, bridge supervisor, reported that they will return to work on the bridge in Jefferson Township on 105th Street this week. Last week they repaired a culvert washout in Washington Township. They will also repair a low-water crossing on the Jackson-Harrison Township line. The crew will also make improvements to bridge 16100051 in Monroe Township, upgrading it to 15-ton limit.

Carl Carder reported that there has been a delay in the paperwork regarding BRO project 32. Construction may not begin until July.

Georgia Maxwell, Recorder of Deeds, filed her certificate of training for 2012.

Craig Lambert, Salem Township Trustee, met with the commission regarding tax collections in that township.

Joseph Billings met with the commission regarding the promotion of the Seth Thomas clock. David Cox moved to allow Mr. Billings to film the actual winding of the clock by Eric Corwin, and making a video display in the lobby. Carl Carder seconded. Cox yes; Carder yes; Sims yes.

Roman Janorschke, Washington Township landowner, met with the commission regarding the status of a road in section 15. He was informed that the county only has an obligation for 3 mile. Any access to property east of that point is between the two landowners and according to the recorded survey.

In the afternoon, the commission inspected roads in Jefferson Township. Several brush letters will be mailed.

Linda Houghton, Public Administrator, met with the commission concerning individuals under her care.

Sheriff Ben Becerra and Deputy Todd Watson met with the Commission regarding a grant for a vehicle and other issues.

These are the unapproved minutes of May 14, 2012. All commissioners were in attendance. Minutes were approved.

Circuit Court

The following cases were heard by Judge Thomas Chapman on May 9, 2012:

Bryan Leslie Stark Jr. was sentenced to seven years in the Department of Corrections, execution of sentence suspended on each of two counts of assault second degree, class C felony. He was placed on five years probation. He received a suspended imposition of sentence on two additional counts, one for felony unlawful use of a weapon and one count of property damage.

Danny Welch plead guilty to an amended charge of class A misdemeanor stealing and was sentenced to 35 days in the regional jail, with credit for time served.

Cinthia M. Davis plead guilty to felony possession of controlled substance and misdemeanor possession of marijuana. Two charges, possession of explosive weapon and possession of paraphernalia with intent, were dismissed. A sentence assessment report was ordered, and she was released on bond.

Devin La Hall plead guilty to felony making a terrorist threat and misdemeanor making a false report. A sentence assessment report was ordered, and he was released on bond with house arrest.

In Trevor Baker et al vs. Cheyenne Clutter, a personal injury settlement was entered against Trevor Baker.

A dissolution of marriage was granted to Dorothy J. Hammond from Jim Hammond.

Cases bound over from the Associate Division to the Circuit Court: State vs. Danny Lee Welch, Jamesport, theft, class A misdemeanor.

Civil cases filed: Samantha M. Ross, Jameson, vs. Patrick K. Ross et al, Chillicothe, dissolution of marriage. A certificate of lien, DOR, taxes, was filed by the State Ex Rel DOR against David D. Sly.

The following are traffic cases which were heard in the Circuit Court of Daviess County involving a plea of guilty without contest and payment by mail of the standard fine plus court costs.
