Lee Burns, 31, Kansas City, was arrested April 20 during a traffic stop on I-35 for possession of controlled substance with intent to distribute, class D felony, possession of controlled substance, class C felony, and driving while revoked, class D felony. He was stopped for failure to drive on right half of roadway. He had no ID and would not give his name. He said the vehicle he was driving belonged to a "buddy."

Burns gave the officers consent to search the vehicle. As they were searching, he repeatedly kept walking back to the car despite being told to stay away. The officers deployed K-9 Charlie at that time and handcuffed the subject. During the search, the dog alerted to the center console area of the car, where a vial of PCP and three baggies of cocaine were found. He was transported to the Cameron Police Department for processing, where he finally identified himself. It was determined that he had an active warrant from the Kansas City Police Department for possession of controlled substance. He is being held at the regional jail on $85,000 bond.

Loretta Norton, 45, Winston, was arrested April 21 for endangering the welfare of a child, class C felony, and supplying liquor to a minor, misdemeanor. The probable cause reports that Norton gave beer and liquor to a 14-year-old male to the point where he became unresponsive and had to be taken to the Cameron hospital for treatment. She is being held on $35,000 bond.

Chong Her, 25, Kansas City, Kan., was arrested April 23 for probation violations on an original charge of tampering with motor vehicle and resisting arrest. Bond was denied.

Bianca Mercer, 21, Maryville, was arrested April 23 for probation violations on an original charge of possession of controlled substance. Bond was denied.

Bryan Thomas, 46, Trenton, was arrested April 25 for probation violations on an original felony charge of no valid license. Bond was denied.

Lee Rogers, 55, Chillicothe, was arrested April 24 on a Grundy County felony warrant for stealing by deceit. He is being held on $15,000 bond.

Kelly Frazier, 47, Trenton, was arrested April 18 on three misdemeanor counts of non-support. He posted $3,500 bond.

Jeremy Noel, 27, Cameron, was arrested April 18 for a peace disturbance. He is being held on $500 bond.

Sarah Whitt, 24, Gallatin, was arrested April 19 for misdemeanor no valid license. She posted $300 bond.

County Commission

James Lewis, bridge supervisor, reported that they will check the drainage on a culvert in Liberty Township to determine the size needed to be installed. They installed a tube in Jamesport Township on Harbor Avenue last week.

The commission inspected the circuit courtroom after water damage over the weekend from a radiator. The insurance provider was contacted and advised the commissioners to contact a specialty firm for restoration purposes.

Dave Allen, bridge department, met with the commission regarding equipment repairs needed and future sites for brush removal. He had a report from Sheridan Township that truckers will not haul gravel in some areas.

Georgia Maxwell, recorder, met with the commission reporting that her training is this week, and Jane McKinsey, deputy recorder, will attend.

Reta Rains, collector-treasurer, filed her certificate of training for 2012.

Roman Janorschke, Washington Township landowner, met with the commission regarding access to his property in section 15. The commission informed him that records back to 1959 show no public road at that location. The property owners will have to settle the matter.

Sharon Hon and her daughter, landowners from Sheridan Township, met with the commission regarding the condition of a bridge in that township. They also discussed the installation of a culvert on Yard Avenue assuring them access to their property.

The VFW Ladies Auxiliary Post 2172 presented the commission with a Patriotic Citizen Award.

The commission executed documents for a USDA grant in the amount of $7,500 for reimbursement on a sheriff vehicle.

In the afternoon, the commission inspected areas in Washington, Union, Colfax and Sheridan Townships.

Associate Division

Thomas E. Espen, Blue Rapids, Kan., was charged April 16 with theft, class C felony.

Defendants found guilty in the Associate Division of the Circuit Court of Daviess County are listed below with the offense and fine assessed. Additionally, court costs collected for the State of Missouri amount to $68.50 for moving traffic violations, and $116.50 in most criminal cases. Judge Daren L. Adkins presided over the following cases:

The following are traffic cases which were heard in the Circuit Court of Daviess County involving a plea of guilty without contest and payment by mail of the standard fine plus court costs. The total fines assessed for defendants who reside outside of Missouri were $1,907.50 for 20 cases. Total fines assessed for defendants who reside in Missouri were $2,486 for 25 cases.
