Sandra Parrish, 26, and Ryan Carman, 17, both of Cameron, were each charged March 28 with five counts of misdemeanor animal abuse. They are accused of leaving five horses in Lock Springs without adequate food and water. Parrish posted $500 bond. Carman was issued a criminal summons and released.

Danny Welch, 38, Jamesport, was arrested April 1 for felony assault 1st degree and child abuse, as well as stealing motor vehicle. Bond was set at $85,000. He was also arrested on a Grundy County probation and parole warrant for non-support, and bond was denied. A Daviess County deputy and social service caseworker responded to a hotline call on Feb. 24. Welch allegedly choked and punched a juvenile female at his residence, and is also accused of taking a 1999 Ford pickup from Laura Prozlet of Pattonsburg on March 8.

Roosevelt Ross, 25, Kansas City, was arrested March 29 for felony unlawful use of weapon, and misdemeanor DWI and resisting arrest. Ross was clocked at 90 mph on northbound I-35 and failed to stop when Sgt. L. Allen activated his siren and lights. Sgt. Allen followed Ross’s vehicle until Trooper Gilliland deployed spike strips on Missouri 6 near 190th Street. Ross was taken into custody there when his tires deflated. He was found to have a pistol on the front seat of his car. Ross refused a breath analysis at the Daviess County Sheriff’s office. Sgt. Allen later located a small liquor bottle that he had observed Ross throw from his car. Bond was set at $20,000.

Jose Rivas, 24, Des Moines, Iowa, was arrested April 1 for misdemeanor DWI and no valid license. He posted $1,000 bond.

Michael Conner, 42, Winston, was arrested April 2 for a bond violation on an original charge of misdemeanor assault. Bond was denied.

Margo Smith, 56, of Ben Wheeler, Texas, was arrested March 27 for failure to appear on a felony charge of passing bad checks. She is being held on $10,000 bond.

County Commission

James Lewis, bridge supervisor, met with the commission reporting that they will not be able to pour concrete this week due to weather predictions. Instead, they will make repairs where needed around the county.

David McWilliams, coroner, filed his certificate of training for 2012.

The first quarter budget to actual expense reports were reviewed. Bills were audited and paid.

Kyle McBroom met with the commission inspecting the keyless entry way to add a battery back-up in case of loss of power.

Linda Houghton, public administrator, met with the commission regarding the purchase of software for her office. The purchase was approved in her budget.

In the afternoon, the commissioners inspected roads, bridges and brush in Jamesport and Jackson Townships and Lock Springs. This week the bridge department will replace a culvert in Jamesport Township on Granite Avenue that collapsed last week.

Ben Becerra, sheriff, met with the commission regarding delays in grant funding. They also discussed the number of miles driven in the first quarter of the year.

Circuit Court

Before Judge Jason Kanoy on March 28, the following cases were heard:

A preliminary hearing was set for April 12 for Jared Howell on charges of rape and sexual abuse. A motion for bond reduction was taken under advisement.

Paul A. Dunn plead guilty and was sentenced to 10 days jail on a class A misdemeanor of no valid license. He was also fined $200 on an amended parking violation.

A jury trial was set for June 12 for Julynn M. Aiken on a misdemeanor charge of no valid license.

A bench trial was set for May 18 for Nathan T. Hampton on a charge of failure to yield.

In State vs. Mary Francis Bass, an original class A misdemeanor charge of DWI, prior offender, was amended to a class D felony charge of DWI, persistent offender. Eric Tate was appointed as special prosecutor. Bond was set at $7,500, cash only.

On March 27, a dissolution of marriage was granted to Shereen L. Rexing from Bruce Leo Rexing, both of Jamesport.

Civil cases filed: Mary A. Stith vs. Michael D. Stith, both of Hamilton, dissolution of marriage. Certificates of lien, DOR, taxes, were filed by the State of Missouri DOR against Jason Tedrick, Gallatin, and Connie Channel, Gallatin.
