Bid requests were approved during the March 5 meeting of the Winston Board of Trustees with the following clarifications:A service agreement for mowing/maintaining the park, and for road grading will include that the work is at the will of the board, and bidder will be replaced if he becomes unavailable or unable to do the work; and maintenance in and around the horseshoe pits at the park is part of the job.

The following advertisements were approved: Ordinance enforcement contractor, 10 hours per month at $9-12 per hour depending on experience; and post in Winston for mowing and grading. All bid openings and interviews to be scheduled for the April 16 meeting.
Utilities Clerk Angie Fuller reported that there are no new delinquencies. Two people have arranged to pay their deposits in monthly installments; another person has refused to put the utilities in his own name or pay the deposit; another person who moved out has been sent an itemized statement.
Melvin McFee reported that the starting capacitor at pump #2 blew up and JCI had to be called in to replace it, so there will be a bill coming for that work.
Ordinance Enforcement/Animal Control officer Janna Barton submitted an updated list of the properties needing work. Several are to be sent a letter asking for their cooperation to get rid of inoperable vehicles or clean up areas of concern. A few have been previously requested and now need moved to the abatement notice level. She reported that papers have been served with notice to appear in municipal court on a violator.
Barton tendered her resignation as of March 31 due to a family move out of state.
Board members hoped that there might be someone come forward to carry on the Easter party tradition.
The annual evaluation of the clerk was conducted and no concerns were raised.
