Due to low census at the jail at Pattonsburg, the women have been moved to the main jail and the annex shut down, according to minutes from the Daviess-DeKalb Regional Jail Board meeting held Nov. 22. Painting and small repairs will be done at this time to the annex.
Discussion was held on the refinancing of the jail through L.J. Hart & Company. A resolution was signed for Mr. Hart to proceed with the refinancing, at no cost to the jail if the refunding is not executed.
The pad has been poured and waiting for the generator. Thompson Electric is on site and working on it this week.
Testing of the siren was completed at 10:10 am. It should be two blasts instead of one.
Commissioner Allison presented a note from the state auditors asking why the jail did not contact the Missouri Highway Patrol for its investigation. The sheriff’s departments determined to do their own investigations. In reference to the May 2011 meeting minutes, a task force was formed uniting both county sheriffs’ departments with another investigator. The board decided to proceed with its own task force.
Annie Gibson was present to update the board on the investigation. Her office has been extremely busy and she hasn’t had the time to apply herself to the jail’s investigation. She, Sheriff Becerra and Deputy Robert Mazur will meet in the next week or so.
Assistant Administrator Ed Howard gave the financial report. Sales tax income for November was $62,680.25. The balances in the checking accounts are as follows: Sales Tax Account $355,778.63; Operating Account $2,170.89; Payroll Account $76.13. Commissary Account grossed $5604.42. Accounts Receivable $22,790. Accounts Payable $0.
Steve Grant’s management letter was tabled until the next meeting when Sheriff Raines will be present.
The board suggested Mr. Gray seek our attorney to send a letter to SRI Contractors wanting them to honor the guarantee on our roof.
The new contracts for 2011 have been sent to all the counties regarding the new housing prices. Several counties have sent back their signed contracts. Mr. Gray commented that Independence still sounds promising after the first of the year. He will be contacting Lincoln, Pike and Ralls counties also.
The board was given the first draft of the budget for next year. Allison will take a copy to Sheriff Raines. The budget will be tentatively tabled until Dec. 16, 2011.
The rotation of offices schedule was given to the board members with the effective date being January1, 2012. Sheriff Becerra will be the new Chairman of the Board; Harold Allison, Secretary; Sheriff Raines, Vice Chairman; Randy Sims, Treasurer.
