Winston residents will be allowed to keep one additional inoperable vehicle upon the premises as long as it is enclosed within a building or tight screen fence after an ordinance was amended during the regular meeting of the Winston Board of Trustees held Nov. 7.
Changes to a bill established the duty of each property owner to know his property lines and prove such in case of a dispute.
Another amended ordinance for factory built homes specifies that a permanent foundation must be set atop a footer of poured concrete at least three feet deep.
Sewer Maintenance Report: Melvin McFee reported no problem with the sewer system except
it was necessary to install a new breaker at the lift station. The check valve is working well to
keep station #2 pumped out.
Street Maintenance: Jerry Lusk reported that 349 tons of gravel has been put on the streets.
Utilities clerk Angie Fuller reported that the writer of a bounced check received by the city has been arrested for writing several bad checks, and a cash bond has been set for $12,000. On delinquent payments, she reported one payment in full and arrangements with another, and some
who have moved out and show no sign of intent to pay.
A CD coming due will be closed and the funds transferred to the savings account so funds are available for putting shutoffs at some locations where there are repeat problems. There was discussion of the landlord’s responsibility for utility bills in any complex with joint service.
Ordinance Enforcement/Animal Control officer Janna Barton reported contacts with dog
owners regarding a dangerous dog concern, a noise issue, and the need for identification and
rabies tags. There was mention of a few dogs seen around with collars but no tags, and the board agreed that should be pursued.
She also noted that several inoperable vehicles have been removed from Winston.
The Winston Municipal Court is now fully activated. The next court date is Dec. 12.
The board discussed changing the sewer maintenance contract to an ongoing contract with a 30-day notice to discontinue.
Bid requests for grading and mowing are to be issued in March, and Winston’s trash service contract expires at the end of June so it should also be bid in March-April.
A building permit for a carport at the Ballew residence was approved.
The clerk explained that the main change to one ordinance is the fine structure set by the municipal court judge as up to $500 for each violation. Court costs of $29.50 are also required by the courts.
The Cub Scouts’ request was approved to have their meetings at the town hall on the second and fourth Mondays of each month at no cost.
