An animal control plan was presented to the Village of Winston Board of Trustees during their meeting April 4.

The Animal Control Officer/Ordinance Enforcement Officer will initially make community contact by letter to Winston residents. The letter will cover changes to ordinances. Any strays or nuisance dogs should be handled, complaints investigated, and outstanding warnings tracked. Occasional checks of rabies tags on loose dogs would also be helpful.

In other business, delinquent utility accounts were discussed.

Melvin McFee reported that everything is running well with the sewers.

Bill Michael said there are some water line leaks at the park.

A letter went out to regular town hall users reminding them of the rules (no alcohol, no smoking etc.) and asking them to shut off lights, heater, etc and clean up before leaving.

The bid from Trager Limestone for street rock was accepted

Several ordinance were amended — to require tags for dogs and cats, define dangerous dogs, establish an appeals process, and related matters; to set forth the duty of property owners and occupants to maintain their premises and adjacent rights-of way; and to revise various costs.

Summaries of bills proposed by the Small Towns Committee were discussed. The board will decide which provisions it wants drafted for consideration.

During a special meeting held April 18, the Oath of Office was administered to the board members elected: Cindy Ball, Jerry Lusk, and Randy Turner. Jerry Lusk will be Chairman Pro Tem.

There were five mowing bids submitted. Jerry Lusk withdrew his bid. The remaining four bids ranged from $30 to $40 per mowing. The bid was awarded to Jerrod Hunt at $30 per mowing.

There was one bid for grader operator. The bid was awarded to Jerry Lusk at $15 per hour.

Bill Michael said that several streets will need scarified this year and it may be necessary to haul in some loads of rock.

Two people have asked about putting up storage rental units, one next to the town hall and the other on Hwy Y and 2nd St. Board members asked to see site plans, including what kind of foundation would be under them and how far they would be offset from the road. There was some discussion of whether they could hook up to water without hooking up to sewer, and the clerk indicated that the ordinance does not allow for that. Chairman Eaton said she would convey to both parties that they need to bring a site plan to the board.

Chairman Eaton asked if the board would support a community service assignment for a young person over the summer, which she will supervise. The board agreed, and the clerk offered to track the hours and submit whatever documentation the judge requires.
