County Commission
The commission discussed the bridge in Jefferson Township destroyed by a gravel truck in 2010. The truck’s insurance carrier contacted the commission offering to settle for $24,000. David Cox moved to accept the settlement in order to proceed with the re-construction as soon as possible. Danny Heldenbrand seconded. Cox – yes; Heldenbrand – yes; Sims – yes.
Annual training certificates were filed by Reta Rains, collector-treasurer, and Georgia Maxwell, recorder of deeds.
The Fine Arts Council requested permission to use the courtyard on Sept. 16-18 for Chautauqua. Permission granted.
Harry Roberts, health insurance broker, met with the commission regarding the health insurance renewal. The cost came in below the projected amount for this renewal. The employee’s part will not change; the County will assume the increase.
James Lewis, Road and Bridge Supervisor, met with the Commission reporting that they will be working in Colfax Township this week.
Bills were audited and paid.
The commission met with the LEPC in the afternoon. Following that meeting, Danny Heldenbrand moved to accept the following members to the LEPC board in addition to the county commission members: Sheriff’s Department, Ben Becerra; Health Department, Cheryl Alexander; City of Gallatin Emergency Management, Zac Johnson; Daviess County Coroner, David McWilliams; Department of Social Services, Cherrill Gott; Fire Departments, Alan Fender; Emergency Medical, Jason Smith; At-large, Denise Caven and Gene Walker. Randy Sims seconded. Cox – yes; Heldenbrand – yes; Sims – yes.

Sheriff’s Office
On April 19, Billy Breeden of Windstream reported property damage. He had received a troubleshooting call that someone’s internet was not working. Upon arriving to fix the issue, he found what appeared to be a bullet hole that had damaged Winstream’s box. Inside the box, the wires were damaged, causing approximately $2,000 worth of damage.
Henry Holcomb, 33, Gallatin, was arrested April 20 on a DeKalb County warrant for felony passing bad checks. He posted $2,000 bond.
Jason Jones, 36, Chillicothe, was charged April 22 with misdemeanor passing bad checks. He also had bad check warrants from Clinton, Andrew and Gentry Counties and a probation and parole warrant on an original charge of stealing. Total bond was set at $2,050.
James Crockett, 21, Gallatin, was charged April 25 with misdemeanor DWI. He was held for 12-hour detoxification, processed and released with a summons.
Circuit Court
The following cases have been dismissed by the court: April Neff et al vs. James Harrington et al; Richard W. Gibson vs. Nancy J. Gibson; Gina Holm vs. Jacob Allen Holm; Walters vs. Logston.
A dissolution of marriage was granted April 20 to Jeremy K. Sutton from Catherine E. Sutton.
Associate Division
Vincent V. Quang was charged with possession of controlled substance with intent to distribute. Quang was arrested March 1 by the Highway Patrol when a consent search on I-35 resulted in the discovery of one-fourth pound of marijuana. Quang was processed and released as he expressed a desire to work with law enforcement. On April 9, an officer with Iowa Narcotics advised that Quang is no longer working with law enforcement.
Defendants found guilty in the Associate Division of the Circuit Court of Daviess County are listed below with the offense and fine assessed. Additionally, court costs collected for the State of Missouri amount to $68.50 for moving traffic violations and $116.50 in most criminal cases. Judge Daren Adkins presided over the following cases.
Rodney E. Washington, Kansas City, Kan., possession of drug paraphernalia, 12 days jail, $25; speeding, $58.50.
Troy K. Smith, Ridgeway, no valid license, 16 days jail, board bill paid by defendant.
Virgil E. Souders, Jamesport, driving while intoxicated, $350.
Thomas R. Adams, Kansas City, possession of marijuana, suspended imposition of sentence, two years probation, 48 hours shock jail; possession of drug paraphernalia, suspended imposition of sentence, two years probation, 30 hours community service.
Rusty E. Loucks, Gallatin, driving while intoxicated, suspended imposition of sentence, two years probation, 30 hours community service; careless and imprudent driving, $48.50; no insurance, suspended imposition of sentence, two years probation, 20 hours community service.
James H. Matthews, Columbia Heights, Minn., no valid license, $150.
Shawn A. Nemec, Fairfax, Iowa, minor visibly intoxicated, suspended imposition of sentence, two years probation, 48 hours shock jail, 30 hours community service.

The following are traffic cases which were heard in the Circuit Court of Daviess County involving a plea of guilty without contest and payment by mail of the standard fine plus court costs. The total fines assessed for defendants who reside outside of Missouri were $1,508 for 28 cases. Total fines assessed for defendants who reside in Missouri were $695 for 14 cases.
