John Babbitt, 29, Humphreys, was arrested April 4 for felony no valid license. He is being held on $15,000 bond.
Jacob Pierceall, 21, Sibley, was arrested April 3 for misdemeanor no valid license and also on a Jackson County warrant for possession of marijuana. Bond was set at $300.
Mercedes Sappington, 32, Kansas City, was arrested March 29 for failure to appear on an original misdemeanor charge of no valid license. He posted $700 bond.
Ray Bontrager, 25, Jamesport, was arrested April 3 for misdemeanor DWI. He was processed, held for 12 hours, and released. A summons was issued.
Dylan Shanks reported a burglary at his father’s house in Winston on March 31. Shanks was checking on the house while his father was incarcerated and discovered the front window broken and the house ransacked.
County Commission
The clerk reported that the executed contract and performance bond with APAC has been received.
Harry Roberts, health insurance broker, contacted the clerk reporting that he had gotten the regional jail another $4,700 credit on overpayments.
A representative of Vernon Bascom Company, masonry restoration, met with the commission regarding the repairs needed on the courthouse.
Randy Sims reported that the regional jail board has appointments with Wyandotte County and Gladstone officials.
Randy Sims and Danny Heldenbrand reported meeting with the owner of the racetrack in Jefferson Township and the township board, discussing the specifications for the road in question, 131st Street. The owner was told that it is his responsibility to ditch, grade, and apply base rock, and the township must agree to assume maintenance, in order for the addition to the CART program.
A representative from Karr Tuckpointing met with the commission regarding pending repairs to the courthouse.
The commissioners will attend the Missouri Association of Counties conference next Monday and hold their regular meeting on Tuesday, April 12.
James Lewis, road and bridge supervisor, met with the commission reporting that they will haul rip rap this week in Benton Township.
Bills were audited and paid.
In the afternoon, the commission inspected bridges and roads in Washington, Grand River and Jackson Townships.

Circuit Court
Hearings for trial setting are scheduled before Judge Jason Kanoy for Daniel F. Froman and Pauline Froman for Friday, April 8. They are each charged with multiple counts of grain theft, as well as filing false financial statements with Department of Agriculture auditors. The Fromans surrendered Gallatin Grain Company to state officials in February 2009. Over 100 claims were filed against the company, totaling in excess of $4.5 million.
Before Judge James Valbracht on March 29, the City of Pattonsburg vs. Public Water Supply District #1 was dismissed without prejudice. The counterclaim was also dismissed without prejudice, with each party bearing their own costs.

Cases bound over from the Associate Division to the Circuit Court: State vs. Darrell J. Palmer, Kimberling City, stealing motor vehicle, class C felony; State vs. Angel A. The following are traffic cases which were heard in the Circuit Court of Daviess County involving a plea of guilty without contest and payment by mail of the standard fine plus court costs. The total fines assessed for defendants who reside outside of Missouri were $980 for 21 cases. Total fines assessed for defendants who reside in Missouri were $545 for 11 cases.
